Job Title: Payroll & Human Resources Director
Reports To: Superintendent, Assistant Superintendent, and Chief Financial Officer
Work Calendar: 260 Days
Work Schedule: Monday - Friday 7:30am- 4:00pm
Position Summary
The Payroll & Human Resources Director is responsible for the accurate and timely processing of payroll, administration of employee benefits, and support of human resources functions for both certified and non-certified staff. This position ensures compliance with local, state, and federal regulations while maintaining confidentiality and providing high-quality service to employees.
Essential Duties and Responsibilities
Payroll Administration
- Process bi-weekly payroll, including preparation, balancing, and submission of ACH and direct deposit files.
- Maintain payroll records, employee data, and monthly personnel reports for all staff.
- Reconcile payroll transactions and post to appropriate budget accounts.
- Prepare and submit payroll tax reports and payments (federal, state, local, and Social Security).
- Manage employee deductions, garnishments, and benefit withholdings.
- Complete and submit INPRS reports (TRF and PERF) following each payroll.
- Process substitute employee payroll through WillSub.
- Maintain leave balances and assist with contract year-end leave allocation.
- Respond to employee inquiries regarding payroll and Doculivery.
- Prepare employment verification forms.
Human Resources – Certified Staff
- Maintain teacher licensure and “highly qualified” documentation in compliance with state requirements.
- Manage certified staff personnel files and employment records.
- Assist certified staff with licensure and renewal processes.
- Track and verify years of experience.
- Maintain evaluation records and assist with reporting.
- Assist with teacher contract preparation and staffing reports.
Human Resources – Non-Certified Staff.
- Maintain job descriptions, pay scales, and benefits information.
- Assist with benefits administration, including open enrollment and Section 125 plans.
- Support salary schedule development and compensation reviews.
- Maintain compliance systems (SafeSchools training, required reporting).
- Maintain and update employee handbooks.
Compliance & Reporting
- Assist with required federal, state, and local reporting.
- Maintain OSHA reporting and IDOE School Staff Injury reporting.
- Track and manage FMLA documentation.
Employee Relations & Support
- Support new employee onboarding and orientation.
- Provide training and support during back-to-school meetings.
- Respond to employee questions regarding HR, payroll, and benefits.
General Responsibilities
- Perform other duties as assigned by the CFO, Assistant Superintendent, or Superintendent.
Qualifications
Education and Experience
- Associate’s degree in Human Resources, Business Administration, Accounting, or related field required; Bachelor’s degree preferred.
- Minimum of 2–3 years of experience in payroll, human resources, or a related field.
- Experience in a school corporation or public sector environment is preferred.
Knowledge, Skills, and Abilities
- Knowledge of payroll processes, tax regulations, and employee benefits administration.
- Understanding of HR laws and regulations, including FMLA, FLSA, and employment compliance.
- Ability to maintain strict confidentiality and handle sensitive information.
- Strong organizational skills and attention to detail.
- Ability to manage multiple tasks and meet deadlines.
- Effective communication and interpersonal skills.
- Proficiency in payroll systems, and Microsoft Office applications.
- Ability to analyze data and prepare accurate reports.
Salary:
Compensation will be based on the applicant’s degree, qualifications, and verified years of experience, in accordance with corporation guidelines.
