Position Summary
The Housing Operations Director provides strategic oversight for daily residential maintenance operations, drives large-scale capital improvement projects, and serves as the primary operational partner to Property Managers. This position must consistently identify cost-effective alternatives to housing repairs without sacrificing safety, quality, or regulatory compliance, while actively championing the digital transformation of department operations.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
- Evaluates requested housing repairs, renovations, and capital projects to determine more cost-effective alternatives (i.e. repairing vs replacing systems, souring alternative durable materials, or optimizing vendor labor structure).
- Partners closely with Property Managers to align maintenance scheduled with leasing timelines, minimize unit downtime during turns, and address tenant concerns or escalated work orders.
- Establishes standard operating procedures for daily repairs, unit turns, plumbing, electrical, and other tasks.
- Directors and optimizes the end-to-end work order management system, driving the transition from paper-based tracking to fully integrated digital property management platforms to improve response times, data accuracy, and technician accountability.
- Ensures operations and renovation projects strictly comply with local building codes, HUD guidelines (if applicable), OSHA standards, and safety regulations.
- Establishes and oversees routine general housekeeping inspections to identify lease compliance issues, sanitation hazards, and preventative maintenance needs early, utilizing digital inspection tools for real-time reporting.
- Solicit competitive bids and holds third-party general contractors accountable.
- Directs planning, scheduling, and execution of multi-unit property renovations, structural overhauls, and major capital improvements.
- Collaborates with Property Managers to identify site-specific financial needs and cost-saving opportunities.
- Champions the adoption of ongoing technology improvements/enhancements to eliminate paper bottlenecks, streamlines field communications and leverage data analytics for predictive maintenance.
Minimum Qualifications (Knowledge, Skills, and Abilities)
- High school diploma or GED is required.
- 5 year of proven Project Management skills; track record of managing large projects, coordinating multi-disciplinary teams, contractors, and mitigating risk.
- Excellent interpersonal and communication skills, both written and verbal.
- Ability to work collaboratively in a team environment and build partnerships with diverse stakeholders.
