Position Summary

The Site Safety and Health Officer (SSHO) oversees all project safety, health, and quality control activities to ensure compliance with contract requirements, company standards, and applicable federal, state, and local regulations. The SSHO leads the implementation of project-specific safety programs, conducts inspections, manages documentation, facilitates quality control processes, and promotes a safe work environment for all project personnel.

This position works closely with Project Managers, Superintendents, Project Coordinators, subcontractors, and regulatory agencies to ensure successful project execution while maintaining the highest standards of safety, quality, and compliance.

Key Responsibilities--

Safety Management:

• Develop, implement, maintain, and update project-specific Accident Prevention Plans (APPs), Quality Control (QC) Plans, and other required safety documentation.
• Ensure project compliance with EM 385-1-1, OSHA regulations, contract requirements, and company safety standards.
• Coordinate with subcontractors and vendors to obtain and review required safety documentation, including:
• Activity Hazard Analyses (AHAs)
• Lift Plans
• Certifications
• Equipment inspections
• Other project-specific safety requirements
• Conduct and document site safety inspections and audits.
• Lead and document safety meetings, toolbox talks, and other required safety activities.
• Maintain all project safety records and documentation.
• Investigate incidents, near misses, and safety concerns, and implement corrective actions as required.

Quality Control Management:

• Maintain thorough knowledge of project contracts, subcontract agreements, plans, specifications, and technical requirements.
• Assist the Project Manager in developing and implementing project-specific quality control procedures.
• Create, maintain, and update project submittal logs and quality control documentation.
• Review shop drawings, material submittals, and product data for compliance with project requirements.
• Perform quality control inspections and testing in accordance with contract specifications and company standards.
• Verify that all materials received on-site conform to approved submittals and are properly stored, handled, and approved for installation.
• Coordinate testing, commissioning, and startup activities for building systems.
• Conduct preparatory, initial, and follow-up inspections for defined work features.
• Identify, document, and track non-conforming work through resolution.
• Project Documentation & Reporting
• Prepare and submit daily quality control and safety reports.
• Chair and document weekly Quality Control and Safety meetings.
• Distribute meeting minutes and maintain project records as required by contract specifications.
• Coordinate with project stakeholders to resolve quality and safety issues on time.
• Support project teams with compliance reporting and audit preparation.

Required Qualifications:

• Minimum of 5 to 10 years of construction industry experience with a general contractor.
• Strong knowledge of construction materials, methods, means, scopes of work, and industry best practices.
• Proficient in construction management and documentation software, including Microsoft Office Suite.
• Strong written and verbal communication skills.
• Ability to exercise sound judgment and decision-making in fast-paced environments.
• Ability to manage multiple priorities and work effectively under pressure.
• Ability to work in remote project locations as required.
• Willingness and ability to travel based on project assignments.

Required Certifications:

• U.S. Army Corps of Engineers (USACE) Construction Quality Management (CQM) for Contractors Certification (within the last five years).
• OSHA 30-Hour Construction Safety Certification.
• EM 385-1-1 40-Hour Certification.
• OSHA HAZWOPER Certification.
• NAVFAC eCATTs Certification.
• CPR / First Aid Certification.

Physical & Work Environment Requirements:

• Ability to perform work in active construction environments.
• Ability to walk, stand, climb, and inspect work areas for extended periods.
• Ability to work outdoors in varying weather conditions.
• Ability to access remote and geographically dispersed project locations.

Required Experience & Education:

• Bachelor's Degree in Construction Management, Engineering, Occupational Safety, or a related discipline.
• Minimum of 5 to 10 years of experience in construction safety, quality control, or related construction management roles.
• Experience working on federal, military, or local public agency construction projects preferred.
• Experience with general contractors performing commercial and institutional building construction.
