Description Of Services
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
The division is requesting to retain this Business Analyst. They will continue to work on TxEVER and exceptional items to ensure continuity of business operations.
The contractor will support front-line business operations across multiple areas within Vital Statistics Services (VSS). VSS collects, registers, and amends vital records for legal and administrative purposes and uses vital records data for mission-critical public health purposes.
To respond to the increased demand for Vital Records through the Texas Electronic Vital Events Registrar (TxEVER) system and ensure continuity of exceptional items, VSS is requesting approval for this current VSS Business Analyst contractor

- 8 years knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations.
- 8 years knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Project, and Visio).
- 8 years skill in project planning and organization.
- 8 years skill in business analysis methodologies.
- 8 years skill in analyzing and evaluating complex information technology applications, policies, and issues.
- 8 years skill in developing creative and workable solutions to complex problems and issues.
- 8 years skill in communicating effectively, both verbally and in writing, with individuals and groups.
