Primary Function of Organizational Unit

Facilities Operations reports directly to the Associate Vice Chancellor for Facilities Management and is responsible for the planning, repair, renovation, and maintenance of all NCCU facilities.

Primary Purpose of Position

The primary purpose of this position is to perform basic and some skilled plumbing maintenance, repairs and minor projects when requested. Job consists of performing routine maintenance and repair on all campus plumbing and drainage systems. Including but not limited to: bathroom fixtures, faucets, indirect/direct hot water tanks, mixing valves, pressure reducing valves, hot water boiler systems, circulating pumps, water softening systems, building sprinkler systems, Pool management and testing, filters, drinking fountains/bottle fill stations etc.

Installing, connect and tests completes drain, waste and vent systems; performs repairs and replacements of various type of plumbing valves; installs basic plumbing fixtures, repairs fixtures, valves and faucets.

Provides direct feedback to supervisor on work status of assignments; reviews work for quality and completion; monitors work orders and closes out completed work orders daily. Coordinates utility shut downs; ensures communication and notices are provided to impacted customers and minimizes impact to customers.

Obtains and maintains stock inventory of parts, materials and equipment necessary for timely completion of assign work/projects.

Completes all paperwork involved with assigned including but not limited to work orders, inventory, vehicle maintenance daily checks, and other review checks as requested. Position will be an on call rotation schedule. This position is considered essential service and required to work during adverse weather, pandemic emergencies, and other emergencies as declared by the Director. Performs other duties as assigned.

Required Knowledge, Skills, And Abilities

The successful candidate must possess a working knowledge of methods of installation and repair of plumbing systems; knowledge of the safety precautions of the plumbing trade; knowledge of using tools, materials, and equipment commonly used in the performance of plumbing work; ability to lift up to 100 lbs. or more; ability to troubleshoot and assess plumbing issues; ability to endure hard physical work which often involves jobs in uncomfortable positions; ability to follow all state rules and regulations while driving; ability to adhere to OSHA rules and regulations; ability to work independently with little or no supervision; to take initiative to see projects and assignments through to completion; to learn, interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills; great interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high pressure environment.

Previous Supervisory/managerial Experience. Preferred

6 – 10 years of related experience. Required

Experience with personnel management, including staffing, hiring, training, disciplinary action, termination, and performance management. Preferred

Experience With Collective Bargaining Units. Preferred

Experience using online and/or web-based work order systems. Preferred

Experience and/or knowledge of UC systems, polices, procedures and regulations. Preferred

Minimum Education/Experience

High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work. Some positions may require special licenses or certification.

Demonstrates advanced technical expertise in installing, maintaining, diagnosing, and repairing plumbing systems in large and complex facilities. Possesses deep knowledge of potable water systems, sanitary and storm drainage, natural gas distribution, pumps, backflow prevention, commercial water heaters, hydronic piping, and specialty fixtures. Interprets blueprints, codes, schematics, and specifications with precision. Understands and applies state and local plumbing codes, building codes, and industry standards. Uses advanced diagnostic tools, test equipment, and specialized plumbing instruments to troubleshoot problems independently and efficiently.

Duties

  • Install, maintain, modify, and repair advanced plumbing systems and components with minimal supervision.
  • Diagnose complex plumbing issues using advanced troubleshooting techniques.
  • Inspect, test, and repair backflow prevention devices and ensure compliance with regulatory requirements.
  • Interpret drawings, schematics, equipment manuals, and code requirements to complete work accurately.
  • Advise team members or supervisors on system conditions, long‑term fixes, and preventive maintenance needs.
  • Lead or assist during major repairs, system outages, or capital improvement work as a technical expert.

Communicates clearly, respectfully, and professionally with customers, supervisors, peers, and other departments. Explains plumbing issues, repair options, and impacts in a manner that non‑technical customers can understand. Demonstrates accuracy, thoroughness, and precision in all aspects of plumbing work. Ensures installations and repairs are correctly executed, properly sealed, tested, and code‑compliant. Reviews completed work for quality and functionality before leaving the job site. Maintains detailed and accurate records.

  • Ensure all pipe installations, fittings, joints, and assemblies meet quality and code standards.
  • Conduct detailed inspections to detect early signs of equipment wear, system leaks, or performance issues.
  • Maintain accurate documentation of repairs, inspections, and preventive maintenance activities.
  • Verify that all tools, materials, and work practices meet high‑quality expectations.

Required Competency Coordination - Work Duties

Coordinates tasks with other trades, supervisors, contractors, and building occupants to ensure efficient workflow and minimal disruption. Understands operational priorities and adjusts work plans as needed. Works independently or as part of a team and ensures that work is organized, safe, and timely.

Duties:

  • Plan, prioritize, and organize work to meet deadlines and operational needs.
  • Coordinate with HVAC, electrical, controls, and building maintenance teams during multi‑trade projects.
  • Communicate work plans and system outages to affected occupants or departments.
  • Assist with ordering parts, selecting materials, and preparing for upcoming work.
  • Support project completion by collaborating with vendors and contractors when needed.

Required Competency Safety and Health Compliance Duties

Maintains compliance with OSHA regulations, plumbing codes, and environmental health standards. Follows safe work practices, uses proper PPE, and adheres to hazard‑control procedures. Identifies risks and takes action to prevent accidents, contamination, or health hazards. Ensures that work areas remain safe for staff and building occupants.

Duties:

  • Follow OSHA, plumbing code, and institutional safety standards at all times.
  • Use required PPE, tools, and equipment safely and correctly.
  • Identify hazardous conditions (leaks, gas odors, contamination risks) and take immediate corrective action.
  • Perform work according to lockout/tagout and confined‑space entry procedures when applicable.
  • Maintain a clean, safe, and organized worksite to protect occupants and coworkers.
  • Participate in required safety training, drills, and compliance inspections.
