JOBSUMMARY:
The Accounting Assistant Bookkeeper-Collection is responsible for administering payroll and accounts payable functions in support of the Authority’s financial operations. This position ensures accuracy, timeliness, and compliance with internal policies, HUD regulations, and applicable federal and state requirements. The role supports the Director of Finance by maintaining strong internal controls, ensuring audit readiness, and providing reliable financial data and reporting across all programs.
SUPERVISION RECEIVED:
Work under the general supervision of the Director of Finance and/or professional accounting staff, who are consulted on technical expertise and guidance. Also performs related duties in the Finance Department.
Essential Duties and Responsibilities
- Administer full-cycle payroll processing, including time sheet review, earnings adjustments, deductions, and direct deposit for multi-department and grant-funded programs
- Review and reconcile payroll data to ensure accuracy, completeness, and compliance with labor contracts, HUD requirements, and regulatory standards
- Maintain payroll records and prepare monthly, quarterly, and annual payroll reporting, including tax filings and submissions to federal and state agencies
- Manage employee deductions such as benefits, garnishments, and other withholdings, ensuring accurate calculation and timely remittance
- Process full-cycle accounts payable, including invoice coding, general ledger distribution, entry into financial systems, and preparation of weekly payment runs (checks and ACH)
- Ensure proper allocation of expenses to appropriate programs, grants, and funding sources in accordance with HUD guidelines and cost allocation requirements
- Generate and review payment batches, including ACH and positive pay transactions, ensuring adherence to internal controls and fraud prevention procedures
- Reconcile vendor accounts, credit card statements, and petty cash balances to ensure accuracy and completeness of financial records
- Coordinate purchase order processes and ensure expenditures are properly authorized, documented, and compliant with procurement policies
- Support employee onboarding processes, including payroll setup and maintenance of benefits and employee records
- Maintain organized financial and payroll documentation to support audits, including HUD reviews, independent audits, and internal compliance monitoring
- Respond to internal and external inquiries related to payroll, vendor payments, and financial transactions in a timely and professional manner
- Collaborate with the Director of Finance and accounting team to improve financial processes, strengthen internal controls, and enhance operational efficiency
Knowledge, Skills, and Abilities
- Strong knowledge of payroll processing, accounts payable operations, and general ledger accounting
- Familiarity with HUD regulations, grant accounting, and cost allocation methodologies preferred
- Understanding of federal and state payroll regulations, including tax reporting and compliance requirements
- Ability to analyze, reconcile, and interpret financial data with a high level of accuracy
- Proficiency in financial systems, payroll software, and Microsoft Excel
- Ability to manage multiple priorities and meet strict deadlines in a regulated environment
- Strong organizational and communication skills with the ability to work effectively across departments
Minimum Qualifications
- Bachelor’s degree in accounting, Finance, Business Administration, or related field; or equivalent combination of education and experience
- Minimum of two (2) years of experience in payroll processing and/or accounts payable
- Experience in a housing authority, municipal, or nonprofit environment preferred
- Experience with automated financial systems and payroll platforms
