Vice President of Regulatory and Environmental, Health & Safety (EHS)

Position Overview

The VP of Regulatory & EHS provides executive leadership for all regulatory affairs, compliance programs, and environmental, health, and safety functions. This leader ensures the company meets or exceeds all requirements under PHMSA, FERC, EPA, OSHA, and relevant state agencies, while shaping a proactive culture of safety and operational integrity. The role also serves as the primary liaison with federal and state regulators, industry groups, and internal executive leadership.

Key Responsibilities

Regulatory Strategy & Compliance

• Lead all regulatory strategy, compliance programs, and filings related to PHMSA pipeline safety regulations and FERC 7c certificate applications.
•  Oversee development, implementation, and continuous improvement of regulatory compliance systems, ensuring alignment with 49 CFR Parts 190–199 and applicable FERC regulations.
•  Monitor regulatory developments, rulemakings, and enforcement trends; advise executive leadership on operational and financial impacts.
•  Direct preparation and submission of required reports, incident notifications, integrity management documentation, and regulatory correspondence.
•  Serve as the company’s primary point of contact with PHMSA, FERC, state pipeline safety agencies, and public utility commissions.

Environmental, Health & Safety Leadership

• Lead the EHS organization, ensuring robust programs for environmental compliance, occupational health, process safety, emergency response, and contractor safety.
• Oversee compliance with EPA, OSHA, and state environmental and safety regulations, including air permitting, spill prevention, hazardous waste management, and workplace safety standards.
• Champion a culture of safety excellence, emphasizing leading indicators, behavioral safety, and continuous improvement.
• Direct incident investigations, root-cause analyses, and corrective action programs; ensure transparent reporting and learning across the organization.
• Guide development of emergency response plans, drills, and coordination with local, state, and federal agencies.

Operational & Business Integration

• Partner with Operations, Engineering, Legal, and Commercial teams to ensure regulatory and EHS considerations are integrated into asset planning, construction, maintenance, and commercial strategy.
• Support strategic initiatives such as system expansions, acquisitions, and new service offerings by assessing regulatory pathways and EHS implications.
• Advise the Sr Leadership team on compliance risk, safety performance, and regulatory strategy.

Qualifications:

• Bachelor’s degree in engineering, environmental science, public policy, or a related field.
• 12–15 years of progressive leadership experience in the natural gas, pipeline, or energy infrastructure sector with proven success.
• Deep knowledge of PHMSA pipeline safety regulations and FERC regulatory frameworks.
• Demonstrated experience managing EHS programs in a regulated environment.
• Proven ability to lead regulatory interactions, audits, investigations, and filings.
• Strong leadership, communication, and stakeholder management skills.

Work Environment

This role is based in the company’s regional headquarters and may require travel to company facilities, regulatory meetings, and industry events. The VP of Regulatory and EHS reports directly to the COO.
