Job Description

The Deputy to the Legal Director serves as the strategic advisor for oversight of all ethics and compliance, and legal activities for NNL. This role focuses on all areas of the directorate; federal government contracting, risk mitigation, subcontracting compliance, and complex regulatory framework unique to M&O. This position will supervise in-house staff, oversee outside counsel budgets, and drive strategic initiatives alongside the NNL Executive team.

This position is expected to engage across a broad spectrum of government stakeholders as well as state and federal agencies to ensure compliance with laws and regulations. In addition, as an executive of NNL, the Deputy has shared responsibility for the overall performance of the legal directorate to drive safety, quality, and compliance standards.

Core responsibilities of this job include, but are not limited to:

  • Management of legal staff performance, hiring needs and financial performance to goals
  • Contract & Procurement Management: Advise on issues related to the Laboratory's Management and Operating (M&O) prime contract with the DOE or other federal agencies, ensuring strict compliance with the Federal Acquisition Regulation (FAR).
  • Intellectual Property & Technology Transfer: Oversee patent prosecution, invention disclosures, copyright issues, and technology transfer agreements and licensing.
  • Employment & Labor Law: Manage workplace policies, diversity/EEO compliance, labor relations, and mitigate risks associated with scientific and academic personnel.
  • Litigation & Risk Management: Direct investigations, respond to subpoenas, and manage claims, overseeing outside counsel when necessary.
  • Regulatory Compliance: Ensure operations adhere to environmental regulations, federal agency ethics, classification/export control laws, data privacy, and Freedom of Information Act (FOIA) compliance.
  • Policy & Strategy: Analyze pending legislation or rulemakings that affect DOE and national laboratory operations

Required Combination of Knowledge and Skill

Juris Doctor degree from an accredited law school and maintain an active license to practice law in at least one state of operation (NY, PA, or ID). Must have active membership in good standing of the bar in at least one state of operation; and 8 years of relevant experience.

Preferred Skills

  • Prior leadership experience at an executive management level
  • Experience working in government agencies or regulatory compliance
  • Understanding of fiduciary responsibilities
  • Experience working on government contracts
  • Deep understanding of the DOE contractor system, government procurement, and intellectual property (FAR, DEAR, CAS, and Service Contract Act.

Pay Range

$193,800.00 - $314,900.00 annually

Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program. We rely on the dedication and innovation of our nearly 8000 engineers, scientists, technicians, and support personnel.

FMP is a government contractor and maintains a drug free workplace and workforce. All candidates must be able to pass a drug test in compliance with FMP company policy and 10 CFR 707.
