Summary

You will serve as a ENGINEERING TECHNICIAN in the Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will write specifications, scopes of work, Requests for Design-Build Proposals, government estimates, and small purchase requirements within the Public Works Department.You will ensure aspects of engineering projects are properly handled for contractual matters.You will plan, develop, and prepare contract specifications for maintenance and construction contracts for the maintenance, repair, or alteration of facilities.You will review maintenance and construction specifications submitted by the Engineers for conformance with Navy regulations for completeness, contractibility, practicability and scope.You will prepare work orders for maintenance and construction indefinite quantity contracts, and prepare small purchase specifications.You will maintain a lessons-learned and a required-contract-changes file for incorporation into new contract specifications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .1) Preparing designs, specifications, engineering layout, and cost estimation recommendations for construction projects across multiple engineering disciplines; 2) Performing redesign and design modifications of systems; 3) Preparing technical engineering specifications and statements of work covering complex technical engineering design or engineering changes for contract bid solicitations; and 4) Supporting the planning, developing, implementing, maintaining, and administering of contracts for construction and maintenance of Public Works facilities. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
