Summary
You will serve as a SUPERVISORY PUBLIC PRIVATE VENTURE PROGRAM MANAGER in the Public Private Venture Division of NAVFAC HQ.

Duties
You will serve as the senior program manager for project development, property management, and overall business agreement execution and long-term asset management.You will interpret program-wide and specific metrics and translate their meaning to develop tangible strategies to improve program/project performance.You will negotiate complex business agreement(s) with private industry.You will manage, oversee, and monitor the Government's investment in Public Private Venture (PPV) program(s).You will plan sustainment in conjunction with private industry to ensure a PPV projects' long-term financial viability and proper asset management.You will plan work of subordinates, to include setting and adjusting priorities and preparing schedules for completion of work.You will build alliances and effect coalitions through all levels in the NAVFAC organization and with Supported Commands to develop and manage Department of the Navy PPV projects.You will provide advice and counsel to subordinates on technical, administrative, and professional development matters.You will integrate across all NAVFAC functions to manage the Business Agreement(s) in behalf of Supported Commands.You will employ appropriate resources for successful communications (i.e. coordination with Public Affairs Officers, Command Leadership, private partners, etc.).

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying knowledge of the DoN's Military Privatized Housing Initiative; 2) Developing and leading a cohesive team with a diversity of skills to support a dynamic program; 3) Coordinating work efforts to provide integrated support with internal Business Lines and external Supported Commands; 4) Guiding team to execute & manage multiple complex, long-term, high visibility projects with private industry; 5) Negotiating complex business agreement terms with private industry and manage, oversee & monitor the Department of the Navy's investment in the resulting projects; 6) Devising and executing communication strategies regarding the program and specific projects in very visible scenarios with higher headquarters, Congress, media, etc. and employing appropriate resources for successful communications (i.e. coordination with Public Affairs Officers, Command Leadership, private partners, etc.); 7) Interpreting program-wide and specific project metrics and translating meaning to develop tangible strategies to improve program and project performance; and, 8) Planning sustainment in conjunction with private industry to ensure projects long-term financial viability and proper asset management.
