Summary

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the ACQUISITION DEPARTMENT with NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 and GS-15. This position has a control point equivalent to the GS-14 step 10 level.

Duties

You will analyze trends discovered in acquisition processes and procedures and recommend improvements, as appropriate.You will develop and present training to the contracting workforce to introduce regulatory and local policy changes.You will give advice, counsel, or instruction to supervisors and employees on technical and administrative matters.You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.You will advise planning personnel on adequacy of specifications, special provisions, pricing considerations, competitive source selection processes and procedures.You will oversee planning, direction, and timely execution of projects as well as policy and procedure development and implementation based upon legislative and other changes.You will ensure all follow-up actions are timely executed by contracting personnel and evaluates PMAP and IG findings, making recommendations for improvements and providing solutions to contracting issues.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 - GS-13or NT-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Providing supervision and leadership to a contracting team; 2) Applying expertise in procurement procedures prescribed by regulation (FAR, DFARS, etc.), procurement directives, policy, instructions, and case law (e.g., GAO rulings); 3) Effectively communicating orally and in writing with management officials and stakeholders both inside and outside of the acquisition department and the command, including the ability to influence others through active facilitation skills; and 4) Bringing corporate vision, strategic planning, and elements of quality management into the full range of organizational activities. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
