Summary

You will serve as a Performance Assessment Representative in the FACILITIES SERVICES TECHNICAL SUPPORT of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance).You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.You will attend and assist with pre-proposal site visits and pre-proposal conferences.You will review contractor invoices against inspection reports and recommend approval, disapproval, or appropriate payment adjustments based on contract performance.You will conduct on-site assessments to observe work performance and methods employed to ensure compliance with specifications and drawings.You will prepare government cost estimates for task orders and minor modifications using industry/DoD accepted standards.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Performance Assessment Methodology and applying assessment methods of contractor's work against measurable performance standards; 2) Preparing Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs) to assess compliance with contract specifications, and assist in identifying solutions to technical performance problems; 3) Performing a variety of administrative/operational functions to include planning, organizing, and facilitating necessary meetings with customers and contractors with oversight; AND 4) Preparing cost estimates and reviewing an electronic invoicing system such as Wide Area Workflow (WAWF). Education
