Summary

You will serve as a FACILITY SUPPORT CONTRACT MANAGER in the Facilities Engineering and Acquisition Division of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will provide day-to-day oversight, monitor and administration of Facility Support Contracts.You will provide technical direction to Contract Specialist and Performance Assessment Representatives (PARs) to assure achievement of the acceptable level of workmanship and fulfillment of all contract requirementsYou will plan work, set priorities, and prepares schedules for completion of work, review work, evaluate performance, etc. of staff to identify training needsYou will act as the subject matter expert for a command by providing technical and legal expertise for facility support contractsYou will perform duties as the Contracting Officer Representative for Facility Support and Base Operations Support type contractsYou will communicate a command's strategic plan mission, vision, and values to a team by providing mentoring and counseling for lower graded personnel

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Demonstrating the ability to lead groups and teams, plan work and establish priorities based on urgency, complexity and employee capabilities; 2)Executing work and delivering products and services to diverse clients across a wide and dispersed area and respond to emergent requirements such as national disasters, critical events and operations requiring Command attention; 3)Demonstrating knowledge of facility and utility repair, maintenance and service techniques; experience in conducting and reviewing facility and utility assessments, studies, and applying recommendations to various types of Facility Support Contracts; and 4)Developing and managing Facility Support Contracts, reviewing invoices for payment, evaluating contractor cost proposals, and preparing assessments of contractor performance.
