MINIMUM QUALIFICATIONS REQUIRED:
High School Diploma or GED Certificate.
Bachelor's Degree in Electrical Engineering.
Professional Engineer License preferred.
5 - 8 years of electrical engineering and project management experience.
5 years of supervisory experience.
Knowledge of NESC and NEC.
Experience in Microsoft Office Suite.
Electric utility and RUS experience preferred.
Bilingual in Navajo/English.
Valid Driver's License required (subject to motor record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Improves staff effectiveness by performing coaching, counseling, recommending training and corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Develops measurable performance expectations for assigned staff according to department goals and objectives.
Analyzes and resolves work problems. Initiates and recommends plans to motivate workers to achieve work goals.
Assigns staff daily duties and evaluates performance of workers. Follows up on status of projects and jobs.
Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.
Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel.
Establishes and updates electrical construction standards for transmission system, distribution system, and substations. Coordinates with other entities the introduction, application of engineering related software for design, estimation, planning and coordination.
Prepares and oversees Construction Work Plans, Power Requirement Study, System Loss Study, and Long Range Plan as required by the Rural Utilities Service (RUS). Analyzes NTUA electric purchases, sales and other information necessary for system planning studies.
Performs computer analysis of system operating characteristics, such as power flow under normal and short-circuit conditions, system stability, and voltage and current limitations, to obtain data used for such purposes as timing major system changes and additions, and analysis of interconnecting system problems.
Develops and reviews load data, load duration curves and load projections as part of the engineering and planning process. Supervises the planning process for load forecasting, economic modeling, prepares short term work plans and provides input to Long Range Comprehensive capital improvement plan.
Conducts, reviews, approves protective device coordination studies and makes complex calculations to determine the type, size, location, and correlation of protective devices such as fuses, reclosers, breakers, and grounding devices.
Directs, prepares and reviews engineering calculations, using standard engineering practice, for the specification, acquisition and installation of protective devices for the electric transmission and distribution systems as part of the construction work plan or on a project by project basis.
Develops and oversees annual capital budgets for construction plans. Monitors and tracks approved capital and O&M budgets.
Develops and reviews operation and maintenance plans, activities, and prepares required maintenance summary reports to Rural Utilities Service.
Analyzes loss evaluation factors for transformers, capacitors, underground cables and other electrical equipment sensitive to loss evaluation factors
Reviews designs and cost estimates, monitors costs, engineering surveys, right-of-way acquisition and compliance, construction, inspection and closeout; and preparation and submittal of RUS Amendment documents, as required, for approval.
Manages major transmission system and substation engineering and construction projects, provides interpretations of electric codes and regulations for Authority's management, manages updates of material specifications, records, provides in-depth engineering advice and technical support to other departments and districts offices.
Conducts field inspections of existing electrical system and new construction, overhead transmission and distributions lines, underground distribution lines, high voltage equipment, ensures compliance with applicable industry standards. Performs re-inspections as necessary and sign-off project closeout documents.
Reviews data and provides recommendations with respect to joint use facilities involving communications attachments, updating of system maps, analyzes in-service equipment outage data and prepares recommendations.
Provides and recommends training to employees in the operation and maintenance of electric systems.
Represents NTUA in meetings with customers, consultants, contractors, and stakeholders in reference to assigned projects.
Performs other duties as assigned.
