Position Summary
Serve as the Senior Technical Director providing division-wide technical leadership, project oversight, and supervisory direction for designated information technology initiatives supporting the USCG ALC Information Systems Division (ISD). The Technical Director serves as the project manager for the Configuration Management Branch and supports technical activities and dependencies across the division.

The Technical Director organizes and assigns responsibilities to technical personnel, serves as the principal contractor liaison with Government subject matter experts, and provides technical direction for system development, systems integration, configuration management, architecture, testing, and process-improvement efforts. The position facilitates project governance boards and ensures that technical work, plans, reports, and deliverables satisfy approved scope, schedule, cost, quality, security, and performance requirements.

Essential Duties and Responsibilities
  • Provide division-wide technical leadership and oversight for designated IT projects, with primary responsibility for Configuration Management Branch project execution and governance.
  • Organize and assign responsibilities to subordinate personnel; establish priorities, monitor performance, and ensure the successful completion of assigned technical and project-management tasks.
  • Serve as the contractor liaison among Government subject matter experts, ISD management, the Configuration Management Branch, the Program Manager, Project Managers, technical leads, and contractor personnel.
  • Provide technical direction for complete system-development and systems-integration efforts throughout the Systems Engineering Life Cycle (SELC).
  • Serve as a technical authority for system design, integration, architecture, release, configuration, or problem areas and recommend practical, secure, and supportable solutions.
  • Plan and manage project scope, cost, schedule, resources, dependencies, milestones, risks, and technical performance for assigned applications, systems, and initiatives.
  • Facilitate project governance and configuration-control boards, including the Design Review Board (DRB), Local Configuration Control Board (LCCB), and Integrated Configuration Control Board (ICCB), and ensure contractor personnel follow approved board processes.
  • Oversee change-management workflows and ensure change requests, approvals, assignments, status, labor hours, artifacts, and closure information are accurately maintained in Jira or the Government-approved change-management tool.
  • Support the division process-improvement team and provide recommendations for Jira task management, workflow optimization, metrics, automation, and governance.
  • Develop, maintain, and implement Program Management Plans, Technical Specifications Plans, project plans, schedules, SELC documentation, standard operating procedures, process guides, and other documents that direct functional and technical activities.
  • Ensure configuration baselines, version control, release-promotion processes, testing procedures, discrepancy lists, and configuration-management records are complete, current, traceable, and compliant with approved processes.
  • Coordinate the creation, review, and maintenance of system architecture documentation, technical and functional views, network and system-flow diagrams, data dictionaries, entity-relationship diagrams, interface diagrams, and physical and logical data models.
  • Ensure software and hardware changes are reviewed for required documentation and security-artifact updates to maintain Authority to Operate (ATO) compliance.
  • Oversee quality-assurance and testing activities, including manual and automated test scripts, regression testing, release testing, vulnerability-patch testing, STIG testing, and QA status and metrics reporting.
  • Perform gap analysis and maintain traceability among requirements, project plans, technical designs, testing evidence, configuration items, and delivered capabilities.
  • Identify and manage technical, schedule, resource, cybersecurity, quality, and performance risks; develop corrective actions and escalate unresolved issues in a timely manner.
  • Conduct regular technical and project reviews with project personnel to evaluate progress, resolve issues, verify adherence to defined processes, and confirm readiness for board decisions or release activities.
  • Ensure assigned work and deliverables are completed within estimated cost and schedule and satisfy Government requirements, technical standards, and acceptance criteria.
  • Prepare and present accurate technical written and oral reports, executive briefings, project status reports, risk reports, change-request metrics, release-discrepancy reports, and contributions to the Monthly Progress Report.
  • Coordinate technical work and dependencies among Development, Operations, Configuration Management, Information Assurance, and Platform/Operational Technology teams.
  • Provide technical guidance for cloud management and cloud-enabled systems and recommend technologies and implementation approaches that improve reliability, security, interoperability, and mission performance.
  • Ensure technical activities comply with applicable Agile, DevSecOps, SELC, configuration-management, enterprise-architecture, Section 508, cybersecurity, privacy, records-management, and supply-chain risk-management requirements.
  • Mentor technical personnel and provide training or guidance to DRB, LCCB, ICCB, project-team, and stakeholder representatives on governance, configuration-management, documentation, and technical processes.
  • Identify and resolve unique systems problems using emerging technology, industry best practices, or the best-value technical solution and recommend continuous improvements to Government and contractor management.
  • Represent the contractor at project boards, technical reviews, engineering reviews, audits, performance meetings, and other Government or company management forums.
Required Qualifications
  • Bachelor's or associate degree in Computer Science, Mathematics, Information Technology, Engineering, Business Management, or a related field.
  • Project Management Professional (PMP) certification.
  • At least eight years of experience providing technical direction and project management for information-systems engineering, systems-integration, software-development, configuration-management, or comparable enterprise IT efforts.
  • At least three additional years of supervisory experience.
  • At least five years of experience with change management and process improvement.
  • Demonstrated familiarity with all phases of the Systems Engineering Life Cycle.
  • Demonstrated experience organizing technical work, assigning responsibilities, managing project cost and schedule, and overseeing completion of technical deliverables.
  • Experience serving as a technical liaison between Government or customer subject matter experts and contractor technical teams.
  • Experience with technical design reviews, configuration control, change-request governance, release management, process improvement, and technical documentation.
  • Experience preparing and presenting technical written and oral reports to Government, customer, and contractor management.
  • Experience supporting cloud management or cloud-enabled enterprise systems.
  • Ability to work during USCG ALC Eastern Time core operating hours and report onsite when required.
  • Ability to obtain and maintain a Secret clearance.
Preferred Qualifications
  • Eight or more years of progressively responsible technical leadership and IT project-management experience.
  • Agile, ITIL, configuration-management, systems-engineering, cloud, or comparable professional certification.
  • Experience supporting the USCG, Department of Homeland Security, Department of Defense, or another Federal mission organization.
  • Experience leading a Configuration Management Branch or facilitating DRB, LCCB, ICCB, change-advisory, architecture-review, or comparable technical governance boards.
  • Experience with Jira, Confluence, Bitbucket, enterprise ticketing systems, configuration repositories, automated workflow, dashboards, and metrics reporting.
  • Experience with Agile, DevSecOps, cloud environments, enterprise architecture, software quality assurance, testing, release management, and technical documentation.
  • Knowledge of NIST, RMF, ATO, STIG, Section 508, Federal cybersecurity, privacy, enterprise-architecture, and supply-chain risk-management requirements.
  • Familiarity with firm-fixed-price Federal service contracts, performance metrics, corrective-action management, staffing requirements, and Government contract deliverables.

Salary range $135,000 to $155,000 annually
