To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the federal service providing strategic leadership and oversight of complex financial and travel operations.Examples of specialized experience include:
- Overseeing payment processing and/or travel management functions and directing a professional staff across multiple business lines
- Providing functional and technical oversight for payment and/or travel systems.
- Directing programs that advance organizational financial objectives and ensure adherence to regulatory requirements.
- Negotiating and resolving controversial financial management and travel issues.
- Managing payment operations, agency travel functions, and serving as an authorized Certifying Officer.
Responsibilities:
As a Supervisory Financial Management Specialist (Branch Chief), you will perform the following duties:- Oversee Payment Processing and Accounts Payable Functions: Responsible for the timely and accurate execution of payment processing for financial assistance, contracts, travel, and miscellaneous payments. Coordinates across the agency to resolve complex payment or post-award issues.
- Provide Oversight Over Payment and Travel System Operations. Responsible for overseeing functions as business owner of NSF and government-wide payment and travel applications and service providers. Delivers reliable functional and technical support to both internal and external customers.
- Oversee Travel Management Services. Responsible for managing the government travel card program, employee relocation, and passport and visa services.
- Lead Payment and Travel Outreach Initiatives: Develops and executes an annual outreach plan for payment and travel topics, delivered both in-person and virtually. Conduct internal outreach and change management to agency stakeholders on issues affecting the payment and travel lines of business.
- Policy Development and Liaison Activities: Provides expert input into financial management and travel policy, coordinating with internal and external stakeholders and represents the agency in professional meetings.
- Direct and Supervise Professional Staff: Directs and supervises financial management specialists and travel specialists in payment operations, travel management services, grant outreach, and post-award monitoring. Plans work, sets priorities, evaluates performance, and manages staffing needs.
