Position Summary
The Recruiter is responsible for identifying, sourcing, and qualifying candidates for investigative, analytical, operational, and program-support roles in support of DHS-aligned contract operations. This role focuses on building and maintaining a mission-ready talent pipeline while ensuring strict adherence to contract labor categories, eligibility criteria, documentation requirements, and federal compliance standards.
The Recruiter partners closely with Operations, Program Management, HR, and designated Qualifiers/SMEs to ensure candidates are screened not only for experience, but also integrity, professionalism, reliability, and suitability for sensitive environments. This position plays a critical role in supporting workforce readiness, performance timelines, and contract execution.
Key Responsibilities
- Source, recruit, and screen candidates for investigative, analyst, intelligence-support, operational, and administrative roles under DHS-supported programs
- Develop and maintain talent pipelines aligned to projected staffing needs, surge requirements, and backfill readiness
- Review resumes and candidate documentation to verify labor category alignment, minimum qualifications, and eligibility criteria
- Conduct structured screening to assess professional conduct, communication, attention to detail, and mission suitability
- Coordinate candidate workflows and transmit qualified applicants to HR and Qualifiers/SMEs for technical and program‑fit evaluation
- Schedule interviews, manage communications, and support selection, pre‑hire documentation, and onboarding coordination
- Maintain accurate and auditable records in the Applicant Tracking System (ATS), HR systems, and program files
- Ensure recruiting activity complies with DHS contract terms, security and privacy controls, company policy, and EEO standards
- Safeguard candidate data and handle PII and restricted information in accordance with The Privacy Act, DHS expectations, and internal governance policy
- Track recruiting metrics including time‑to‑fill, pipeline depth, clearance/eligibility progress, and staffing readiness
- Support internal and external audits, compliance reviews, and documentation requests related to staffing and workforce records
- Identify pipeline gaps, hiring risks, attrition vulnerabilities, or surge‑response challenges and elevate issues through the chain of command
- Contribute to the development of recruiting SOPs, documentation discipline, and continuous process improvement
Required Qualifications
- 2–3 years of experience in recruiting, talent acquisition, HR, or staffing operations (preferably in government contracting, security, defense, investigations, or regulated environments)
- Working knowledge of structured screening, candidate documentation workflows, and interview coordination
- Strong organizational discipline with proven ability to manage multiple concurrent requisitions and timelines
- Demonstrated ability to handle sensitive information, PII, and confidential personnel data with discretion
- Proficiency with ATS platforms, HRIS systems, document tracking, and Microsoft Office / productivity tools
- Ability to operate effectively in a policy‑driven, compliance‑focused, and audit‑ready environment
- Excellent written and verbal communication skills and professional candidate interaction demeanor
Preferred / Highly Valuable Experience
- Experience recruiting for investigators, analysts, intelligence support, security, or law‑enforcement‑adjacent roles
- Experience supporting federal, DHS, DoD, DOJ, IC, or public‑sector contract staffing environments
- Familiarity with eligibility / suitability screening, background vetting workflows, or clearance‑adjacent recruiting
- Experience working with compliance documentation, audits, or contract reporting
