Summary/Objective
Reporting to the Executive Director and Deputy Director, and working in close collaboration with the National Training and Program Manager, the Project Manager / Grants and Contracts Coordinator is responsible for leading the research, development, submission, and management of grant proposals, contracts, and strategic projects that advance the mission and strategic priorities of the National Organization of Black Law Enforcement Executives (NOBLE).
This role executes the administration and compliance of grant-funded initiatives, contracts, and special projects. The position requires exceptional writing, project management, financial oversight, and analytical skills, with a strong emphasis on performance measurement, compliance, and program impact.
The ideal candidate will possess strong organizational leadership, the ability to manage multiple priorities simultaneously, and the capacity to collaborate across departments to ensure timely and successful execution of organizational initiatives.
Duties and Responsibilities - Specific duties include but are not limited to:
Grant Compliance, Reporting, and Performance Monitoring
- Ensure compliance with all grant requirements, including reporting schedules, deliverables, outcome measurements, and financial oversight.
- Monitor and maintain funder reporting schedules and requirements to ensure timely submission of all required documentation.
- Track progress toward organizational and programmatic goals and performance metrics associated with funded initiatives.
- Prepare compelling progress reports, impact summaries, and targeted program updates that highlight organizational outcomes and programmatic success.
- Assemble all required supporting documentation, including budget reports, outcome measurements, and program success stories for submission to funding agencies.
- Collect, analyze, and maintain national statistics, trends, and relevant program data to support grant reporting and future funding proposals.
Grant Proposal Development and Submission
- Lead the preparation and submission of grant proposals, letters of inquiry, and related funding applications in collaboration with the National Training and Programs Manager and Finance Department.
- Draft persuasive grant narratives, budgets, and supporting materials that align with funder priorities and NOBLE’s strategic objectives.
- Submit grant applications through appropriate portals or submission systems while maintaining accurate organizational credentials and records.
- Maintain a master calendar of grant opportunities, reporting deadlines, and funding prospects.
- Organize and maintain all grant-related documentation including budgets, financial statements, IRS Form 990s, Board and staff rosters, and other required materials.
- Prepare acknowledgement letters and facilitate grant agreements and award documentation.
- Tracking contract deliverables and timelines.
- Implementing an auditing system to ensure compliance and flag any perceived challenges.
- Working with the finance department to process invoices in a timely manner.
Grant proposal development and submission—preparing and organizing materials for proposals, and submitting and monitoring grant applications, including:
- Drafting proposals/LOIs, grant application narratives, and budgets in collaboration with the National Training and Programs Manager and finance department.
- Submitting grant applications via paper or online portals and maintaining NOBLE’s credentials in those portals as necessary.
- Maintaining master calendar of grants and prospects and all associated files and correspondence.
- Maintaining the necessary grant support documentation including budgets, audited financial statements, 990s, Board/staff lists, etc.
- Executing acknowledgement letters and facilitating grant contracts and agreements.
Contract Management and Administration
- Oversee the management and administration of grant-related contracts and agreements.
- Track contract deliverables, timelines, and compliance requirements to ensure all obligations are met.
- Develop and maintain internal tracking and auditing systems to monitor contract compliance and identify potential risks or challenges.
- Coordinate with the Finance Department to ensure timely processing of invoices, reimbursements, and grant-related financial transactions.
Project Management and Strategic Program Coordination
- Manages the planning, coordination, and execution of organizational initiatives aligned with NOBLE’s strategic priorities, including grant-funded programs, training initiatives, conferences, and special projects.
- Develop and manage project plans, timelines, and deliverable schedules to ensure projects are executed on time, within scope, and aligned with organizational goals.
- Coordinate cross-functional collaboration with internal leadership, program teams, and external partners to ensure alignment of project objectives and responsibilities.
- Monitor project milestones, performance indicators, and deliverables, identifying risks or delays and implementing corrective strategies when necessary.
- Maintain comprehensive project documentation, including project plans, status reports, meeting summaries, and final deliverables.
- Facilitate project meetings and prepare regular status updates for leadership to ensure transparency and effective decision-making.
- Assist in the management of program budgets associated with grant-funded initiatives and special projects, ensuring expenditures align with approved funding allocations and organizational policies.
- Support the coordination and execution of national programs, training initiatives, and conferences funded through grants or strategic partnerships.
- Conduct post-project evaluations and performance assessments to measure program effectiveness and inform future funding and program development.

Position Type/Expected Hours of Work
This is a full-time in person position, located at the NOBLE Headquarters in Alexandria, VA, Monday through Friday, 9:00 AM to 5:00 PM, with occasional weekend work and extended hours during conference preparation and execution.
Travel
Occasional travel is expected for this position- approximately 25 percent.
Required Education and Experience
- Bachelor’s degree in Business Administration, Management, Criminal Justice, Public Administration, or a related social science field.
- Minimum five years of professional experience in grant writing, grants management, fundraising, or nonprofit program administration.
- Demonstrated experience managing federal grants and working with national funding organizations.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Experience working with donor management systems, CRM platforms, or grant management systems.
- Experience working within a nonprofit association, or mission-driven organization preferred.
