Summary

The Office of Human Resources Management, Workforce Programs Division, is seeking a Compensation Specialist to provide advice and guidance on the full range of pay, premium pay, and leave administration laws, regulations, and policies.

Duties

Provides advice and guidance on the full range of pay, premium pay, and leave administration laws, regulations, and policies Troubleshoots and resolves payroll, leave, and time and attendance issues Researches and resolves employee grievances involving pay and leave entitlements Provides advice and guidance to managers and employees on VLTP Researches, collects, and reports information for external payroll and financial audits Applies pay rules and regulations in analyzing payroll information and resolving pay and leave errors or discrepancies Consults with DOC on issues involving GovTA and the NFC processing/payroll system

Qualifications

BASIC REQUIREMENTS Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST). Specialized experience is defined as: Experience analyzing payroll information to identify and resolve pay errors Interpreting and applying Federal pay rules and regulations; and Providing advice to employees on pay, leave, work schedules, and time and attendance rules. OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR Equivalent combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
