Duties And Responsibilities
Thorough knowledge of Federal Grant regulations, HUD requirements including CDBG and HOTMA, Federal cost principles, financial management, records management, and grant performance management principles.
Excellent excel formula experience (data and financials)
Certification(s) in Federal grants management, preferred and/or Possess Certified Economic Development Specialist ranking, preferred.
Project management certification or experience with Lean and Six Sigma methodologies, Certified Project
Manager Programs, or other continuing education or post graduate classes in project management, preferred.
Grant training with HUD (CDBG) or other agencies or non-government organizations, preferred.

Duties And Responsibilities
- Serves as liaison with external customers, recipients, and awardees to clarify, interpret, and resolve issues associated with grant appropriateness, and allocations are in compliance. Creates requisitions in DC Government OCFO software (DIFS) to fund grants, and problem solves any funding issues, payment issues, payment disputes, audit findings and possible corrective action plan for review by the grant administrator. Research alternative or additional funding sources for programs.
- Review grant applications for completeness and accuracy; compliance with Federal and District requirements. Assess applicant’s risk; evaluates cost allocation plans, payment requests, audits to ensure health of applicants/subrecipients.
- Assist with the development of division’s standardized forms and mechanisms for monitoring sub-grantees including reporting; and reviews grant expenditures, both internal and by sub-recipients to ensure the proper expenditure of funds in accordance with costs and principles.
- Manages and coordinates sub-grants awards and ensures that all grant reporting and financial requirements are strictly adhered to, consistent with local and Federal laws and policies.
- Advises management on issues requiring elevated attention or intervention.
- Participates in the grant planning and sub-grant making process, preparation of policy guidelines, standards and criteria to ensure sub-grantee compliance through program monitoring activities.
- Participates in monitoring of subrecipient mid-year and year-end consistent with the agency's directives, grantor regulations and District of Columbia grants policies and procedures; establishes and maintains a grants information database; and provides technical support to program staff.
- Conducts periodic site visits from a grants management perspective to ensure that the subrecipients have the required infrastructure components (insurance, personnel system, accounting system, licensures, certifications, etc.) in place to administer a grant and a system in place to ensure established timelines and evaluate performance; Maintains grants management planning tools, to track grant execution process, payments process, reporting process to provide up-to-date status of all activities in grant management; Use automated databases, and review/evaluation techniques.
- Other duties as assigned.
