Position Summary
We are seeking an experienced and highly organized Project Manager (PM) to lead the planning, execution, and closeout of federally funded disaster recovery and hazard mitigation projects for a southern Louisiana city/parish. The PM will oversee multi-agency, multi-grant initiatives, ensuring compliance with FEMA, HUD, GOHSEP, and other federal/state/local regulations.
Key Responsibilities
- Lead day-to-day project management for mitigation and recovery projects funded by FEMA, HUD, and other federal/state/local programs.
- Develop and maintain project work plans, schedules, and budgets.
- Coordinate procurement, contractor oversight, permitting, and quality assurance.
- Facilitate stakeholder meetings and provide on-site representation within one hour of notification.
- Ensure compliance with 2 C.F.R. Part 200, FEMA Hazard Mitigation Grant Program (HMGP), CDBG-DR, and other applicable regulations.
- Track milestones, manage risks, and implement corrective actions.
- Support grant management team with documentation, reporting, and reimbursement submissions.
- Collaborate with engineering, environmental, and legal teams to ensure project success.
- Maintain audit-ready records and support monitoring visits and closeout activities.
- Bachelor’s degree in Public Administration, Engineering, Emergency Management, or related field.
- Minimum 10 years of experience in project management, including at least 5 years managing federally funded disaster recovery or hazard mitigation projects.
- Proven experience with FEMA programs (e.g., HMGP, BRIC, FMA), CDBG-DR, and Louisiana Watershed Initiative (LWI).
- Strong understanding of federal procurement and grant compliance requirements.
- PMP certification or equivalent preferred.
- Experience with infrastructure and residential mitigation projects (e.g., drainage, safe rooms, elevations, acquisitions).
- Proficiency in project management software and Microsoft Office Suite.
- Excellent communication, leadership, and stakeholder engagement skills.
- Certified Floodplain Manager (CFM) designation.
- Experience working with Louisiana state agencies (e.g., GOHSEP, OCD).
- Familiarity with environmental and historic preservation (EHP) compliance.
- Experience supporting cost allocation, indirect cost plans, and audit preparation.
