Maritime Analysts collect, analyze, and consolidate maritime safety of navigation information to populate maritime navigation databases in order to disseminate standardized data, products and services. Qualifications:

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Proven ability to communicate ongoing work and findings to various audiences through reports and briefings.
2. Demonstrated experience interpreting hardcopy and digital nautical charts, publications, and/or utilizing an Electronic Charting & Display Information System (ECDIS), Electronic Nautical Chart (ENC) or Digital Nautical Chart (DNC).
3. Demonstrated experience of the Global Maritime Distress and Safety System (GMDSS) and the Worldwide Navigational Warning Service (WWNWS).
4. Demonstrated experience with multiple navigation modalities (celestial, visual, radar, electronic, piloting or voyaging planning).
5. Demonstrated experience identifying or analyzing process improvements
6. Demonstrated experience providing quality assurance for maritime products and data sets

EDUCATION REQUIREMENT: A. Education: Graduation with a Bachelor's degree from an accredited state or federal maritime academy, the U.S. Naval Academy, or the U.S. Coast Guard Academy.
-OR- Bachelor's degree from an accredited college or university with a degree in Astronomy, Cartography, Engineering, Geography, Mathematics, Meteorology, Navigation, Physics, or other subjects related to marine navigation and operations. Education must include successful completion of U.S Merchant Marine Third Mate's License requirements from the U.S. Coast Guard National Maritime Center.

B. Experience: A minimum of 4 years of experience as a crew member aboard U.S. commercial or military vessels while serving in a navigational capacity. Experience must include Officer of the Deck Underway Qualifications from the U.S. Military or proficiency in multiple navigation modalities (celestial, electronic, visual, radar, piloting, voyage planning, etc.) using NGA or NOAA navigation products.

-Licenses/Certifications- U.S Merchant Marine Deck License credentials issued by the U.S. Coast Guard National Maritime Center; or specific navigation designations/qualifications, which include but are not limited to, Officer of the Deck (OOD) Underway, Navigator (NAV), Assistant Navigator (ANAV), Military Occupational Specialty (MOS) Marine Deck Officer (880A1), and Quartermaster of the Watch (QMOW).

PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/60 or better with or without corrective lenses

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated experience applying knowledge of maritime safety and understanding how it supports the needs and requirements of the Department of Defense (DoD) and Intelligence Community (IC).
2. Demonstrated experience with database management to include building, maintaining and/or manipulating data in a Geographic Information System (GIS).
3. Demonstrated knowledge of the features of horizontal/vertical datums, coordinate systems, map projections, and grids.

Responsibilities:

ADDITIONAL INFORMATION: NGA Maritime Analysts provide services and products reflective of a rich heritage that spans over three centuries. Maritime Analysts acquire, analyze, compile, and disseminate maritime safety information and intelligence to populate and update nautical databases to support the Electronic Navigation Chart (ENC), nautical publications, and Electronic Chart Display and Information Systems (ECDIS), among other products and services. They generate mission-specific data and products, promulgate worldwide navigational warnings, and respond to queries from foreign hydrographic offices and the users of our products and services. These duties are performed in fulfillment of NGA's marine navigation obligations under U.S. Code, Title 10, and other federal and international laws and regulations, in support of national security goals, concerns, and strategies. Their expertise encompasses all oceans and seas and also some rivers and lakes for both surface and subsurface vessels. Our Maritime Analysts also work cooperatively with their counterparts in the National Ocean Service, the Naval Oceanographic Office, the U.S. Coast Guard, contractor partners, and nearly all foreign hydrographic offices worldwide. Their skills and practical experience allow them to view NGA products from a true user's perspective.

This position may be eligible for a RECRUITMENT INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment. To receive the incentive, selected candidates must be eligible under 5 CFR Part 575, Subpart A, upon issuance of the Final Offer Letter. Changes in federal employment status prior to issuance of the Final Offer Letter may affect eligibility. To receive the incentive, selected candidates will be required to sign a service agreement to stay within the position at NGA for the agreed upon time. If the service agreement is terminated before its completion, the employee may be required to repay a pro rata share amount of the incentive to the government.
