NEW Solutions connects experienced workers (ages 55 ) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).
Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.
PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Minimum of 20 year(s) of experience in technology transfer in federal and/or state government and/or academia. OR BA/BS Degree in Chemistry, Law Degree also preferred.
Provide advice and policy recommendation to the ARS Administrators and top-level program and administrative managers regarding the identification and management of the Agency?s intellectual property, providing internal policies and procedures for technology transfer related to the discovery, protection, and transfer of inventions and other technologies to private industry.The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. - Negotiates various technology transfer agreements, including but not limited to, Cooperative Research and Development Agreements (CRADAs), Material Transfer Research Agreements (MTRAs), Material Transfer Agreement (MTAs), and Non-Disclosure Agreements (NDAs). Reviews and provides feedback/edits/alternative language on technology transfer agreements from other Technology Transfer Coordinators and OTT staff. Works with Area and/or OTT staff to develop technology transfer strategies for non-patented research results. 30%
- Provides leadership and oversight for all technology transfer activities of the Northeast Area and/or other Areas, as directed. Works with ARS scientists and cooperators and selects the most beneficial and expeditious mechanism(s) for technology transfer on a case-by-case basis. 25%
- Provides expert advice and recommendations to ARS management, OTT staff, and scientific staff on technology transfer and intellectual property issues consistent with both Federal laws and regulations and USDA policy. Serves as an advisor on the National Patent Committees and Plant Protection Committee providing advice on the commercial potential of inventions. Effectively communicates with OTT staff on all topics and assists in the identification of potential licensees. Communicates technology transfer policies and procedures to external customers, participates in and/or organizes educational/informational workshops, and meets with industry representatives. Provides technology transfer training to ARS scientists. 25%
- Provides leadership and direction in formulating policies and guidance related to partnerships, patenting, and licensing. Ensures that policies and procedures are communicated to all parties with a need to know. 10%
