Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Qualifications:

Mandatory Requirements:

Subject Matter Expertise: Extensive knowledge and expertise in specialized subject matter areas, including understanding of how technology is used within the IC and in the national security interest. Extensive knowledge of IC organizations, their roles, responsibilities, policy support mechanisms, and procedures.

Foreign Access & Screening: Strong familiarity with foreign access screening, vetting processes, identity intelligence, and national security threat assessment related to foreign nationals accessing U.S. facilities, systems, or personnel.

NSPM-7 & Policy Knowledge: Understanding of NSPM-7 requirements, federal screening and vetting policies, and interagency coordination mechanisms for counterintelligence and security operations.

Program Management: Extensive knowledge of governance rules and project lifecycle methodologies, with considerable understanding of project management concepts and principles. Extensive experience providing leadership and oversight to complex projects, including managing/mitigating risks, assessing customer requirements, identifying dependencies, developing project plans, and estimating costs using quantitative analysis.

Interagency Coordination: Demonstrated ability to lead interagency working groups, build consensus among diverse stakeholders, and negotiate agreements for data and information sharing across organizational boundaries.

Communication Skills: Demonstrated ability to communicate complex information clearly and concisely, both verbally and in writing, targeted to diverse audiences with different perspectives and objectives.

Stakeholder Management: Ability to establish and maintain productive working relationships with high-level internal and external resources, effectively exchanging information within ODNI, across the IC, with FBI, law enforcement, and departments and agencies.

Leadership & Problem-Solving: Demonstrated interpersonal, organizational, and problem-solving skills, with ability to work effectively both independently and collaboratively. Proven ability to lead, mentor junior colleagues, and promote team development.

Strategic Planning: Demonstrated ability to develop and execute strategic plans, including transition planning and change management for enterprise-scale systems.

Information Sharing: Demonstrated ability to oversee information sharing programs and promote information sharing practices across the IC and USG.

Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.

Desired Requirements:

Identity Intelligence: Familiarity with identity intelligence operations, biometric systems, or identity management technologies.

Requirements Analysis: Experience conducting mission needs assessments, capability gap analysis, or enterprise architecture reviews.

Interagency Coordination: Prior experience coordinating with agencies on screening, vetting, or counterintelligence matters.

Technical Expertise: Extensive knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.

Education: Bachelor's degree or equivalent experience in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management, or related field providing advanced knowledge of applications, systems, or networks.

Data Analytics: Experience with data analytics platforms, threat assessment tools, or risk scoring methodologies.

Interagency Policy Development: Experience developing or implementing interagency policies, standards, or governance frameworks.

Responsibilities:

The Mission Capabilities Directorate (MCD) drives enterprise technical and information sharing solutions, prioritizes and manages requirements in support of whole-of-government counterintelligence and security mission partners. MCD identifies mission gaps, builds capabilities through full lifecycle program development, drives data analytics and technical innovation, delivers threat RFIs/assessments, coordinates interagency partners, and ensures legal/policy/civil liberties compliance. MCD is seeking an outstanding IT Program Manager to join our team of mission-focused leaders who identify and develop in-demand solutions and integrated capabilities on behalf of the Counterintelligence and Security community to more effectively help them execute their duties. The IT Program Manager for FAME & Identity Intelligence will lead two critical initiatives that enhance the U.S. Government's ability to screen foreign nationals, share identity intelligence, and mitigate national security threats related to foreign access to U.S. facilities, systems, and personnel. The IT Program Manager for FAME & Identity Intelligence will be responsible for overseeing the development, implementation, and operation of these systems, ensuring alignment with NCSC strategic objectives and IC-wide counterintelligence priorities. This role requires deep familiarity with IT competencies and program management, outstanding communication and briefing skills, senior-level management capabilities, and the ability to negotiate interagency agreements for data and information sharing. Foreign Access Management Enterprise (FAME) supports screening and vetting between USG departments and agencies (DAs) and promotes information sharing between and amongst DAs, including law enforcement, Department of War (DoW), and the U.S. Intelligence Community (IC). The Identities Intelligence Knowledgebase aims to improve the counterintelligence and security community's underlying interagency policies, processes, and technologies related to identity intelligence. The IT PM for FAME & Identity Intelligence is responsible for overseeing all aspects of these programs, including understanding and advocating for counterintelligence and security mission requirements, technology development, system operations and maintenance, data and information sharing, interagency coordination, contracts, budget, and authorities.

Primary Responsibilities:

Program Leadership & Strategic Direction: Serve as primary point of contact for FAME and Identity Intelligence programs across IC, FBI, DoW, law enforcement, and DAs. Oversee program development, operations, and enhancements ensuring alignment with NSPM-7 and national security priorities. Develop strategies to enhance capabilities including technology, data governance, analytics, and information sharing.

Interagency Coordination & Requirements: Coordinate with stakeholders to ensure programs meet evolving requirements. Lead interagency working groups to baseline needs and develop consensus on capabilities. Identify existing systems, assess capabilities, identify gaps, and align interagency projects. Build relationships across DAs and policy committees.

Information Sharing & NSPM-7 Implementation: Oversee programs' roles in NSPM-7 ecosystem, ensuring effective screening and vetting through information sharing across DAs, and IC. Develop policies, processes, and technologies to improve identity intelligence sharing and support unified threat awareness.

Program Management & Execution: Provide oversight to complex IT programs with ill-defined requirements, ambiguity, parallel tasks, and high risks. Manage risks, assess requirements, identify dependencies, and develop project plans and roadmaps. Oversee schedules throughout system lifecycle. Lead performance reviews and make authoritative decisions.

Budget & Resource Management: Manage program budgets, resources, and contracts ensuring effective execution and compliance. Provide oversight of cost estimates. Participate in budget planning and develop cost strategies for future initiatives.

Policy & Requirements Analysis: Lead analysis of interagency policies, processes, and technologies related to screening, vetting, and identity intelligence. Identify gaps and inefficiencies. Develop recommendations to improve mission effectiveness.

Team Leadership & Stakeholder Management: Lead and mentor team members. Manage expectations of senior-level customers across DAs, FBI, and IC. Translate strategic goals into specific objectives with appropriate metrics.

Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.
