Located on Philadelphia’s historic Independence Mall, steps from where the Constitution was drafted and signed, it serves as America’s leading platform for constitutional education and debate, fulfilling its congressional charter “to disseminate information about the U.S. Constitution on a nonpartisan basis in order to increase awareness and understanding of the Constitution among the American people.”


Position Summary

The National Constitution Center seeks a strategic and mission-driven Vice President of Technology to lead the institution’s expanding portfolio of digital infrastructure and innovation. This executive-level role provides vision and oversight of the NCC’s full technology ecosystem—including web platforms, CRM and audience data systems, enterprise software, digital product development, cybersecurity and AI-powered learning tools—to amplify the Center’s mission, national reach, public engagement, and educational impact. The Vice President of Technology leads enterprise technology operations, applications, infrastructure, cybersecurity, and service delivery while building and sustaining a high‑performing IT organization aligned with institutional priorities and business outcomes. Serving as a key partner to senior leadership, department heads, and external vendors, the role delivers secure, reliable, and forward‑looking technology solutions that enhance impact, scalability, and operational excellence. 

As the NCC prepares for the 250th anniversary of American independence and beyond, this leader will play a critical role in integrating and scaling technologies that serve a wide array of audiences: from K–12 classrooms and lifelong learners to scholars, members, donors, employees and visitors.

 

Responsibilities and Duties

  • AI & Learning Innovation: Define and lead the design, build, and implementation of intelligent civic learning tools and platforms, including personalized learning experiences, chatbots, and AI-assisted classroom resources.
    • Establish oversight for ethical, secure, and compliant use of AI, including data protection, regulatory adherence, and third‑party risk management.
    • Oversee technology, data, and infrastructure readiness to support secure, reliable, and integrated AI capabilities across the enterprise.
    • Enable workforce adoption and organizational readiness for AI through controls, training, and cross‑functional collaboration.
    • Serve as a strategic advisor on AI opportunities, risks, and emerging trends, translating complexity into clear executive guidance.
  • Web & Product Infrastructure: Oversee development and performance of the NCC’s web properties, content platforms, and public-facing digital tools. Ensure mobile responsiveness, accessibility, and seamless user experience.
  • CRM & Audience Data Strategy: Manage and optimize the Center’s CRM, integrating marketing, development, and visitor systems to generate actionable insights and ensure holistic audience understanding.
    • Provide executive oversight of Salesforce as the museum’s CRM, supporting fundraising, membership, donor relations, marketing, and engagement initiatives 
    • Partner with Development, Marketing, and Finance teams to ensure Salesforce data integrity, reporting, and system enhancements. 
    • Oversee integrations between Salesforce and other business systems (e.g., finance, ticketing, marketing platforms)
  • Enterprise Technology & Systems: Provide strategic direction for all internal technology platforms, including ticketing, retail/POS, donor systems, communications tools, IT security, and cloud services.
  • Cross-functional Collaboration: Serve as a senior collaborator across departments—education, exhibits, visitor services, communications, development, finance—to align technology strategy with institutional goals.
  • Strategic Leadership: Serve as a member of the executive leadership team and translate complex technical concepts into strategic recommendations for leadership and the board. 
    • Build develop and lead a high performing IT team.
    • Define clear operating models, roles, and career development paths for IT staff.
    • Develop and execute a multi‑year technology strategy aligned with the museum’s mission, strategic plan, and financial priorities 
    • Advise executive leadership on emerging technologies, digital transformation initiatives, and technology investments 
    • Establish technology governance, policies, and standards that reflect best practices for a nonprofit cultural institution.
  • Ethical & Inclusive Tech Stewardship: Champion principles of responsible innovation, data privacy, and digital inclusion across all products and systems.
    • Establish and enforce ethical standards for the design, deployment, and use of AI and emerging technologies, ensuring fairness, transparency, accountability, and alignment with organizational values and regulatory expectations.
  • Strategic Direction: Develop a multi‑year technology roadmap aligned with institutional strategy focused on setting long‑term architectural standards for platforms, integrations, and data flows.
    • Ensure high availability, performance, security, and scalability of technology services that supports future growth. 
  • Project & Change Management: Sponsor and oversee major technology projects from planning through execution
  • Balance innovation with operational stability, ensuring minimal disruption to museum operations
  • Communicate clearly with stakeholders about priorities, timelines, and impacts of technology initiatives
  • Cybersecurity and Risk: Lead IT disaster recovery, business continuity planning, data protection efforts and ensure compliance with regulations. Develop and enforce cybersecurity policies, including threat monitoring, vulnerability management, and staff training. 
  • Manage user access, identity management, data privacy, and regulatory compliance (e.g., donor data protection, PCI, applicable privacy laws) 
  • Conduct regular risk assessments and coordinate incident response planning.
  • Own the organization’s cybersecurity strategy, governance, and risk management operations.
  • Ensure alignment with recognized frameworks and regulatory requirements.
  • Oversee incident response, disaster recovery, and business continuity planning.
  • Communicate technology governance and cyber risk clearly to executive leadership and the Board.
  • Budgeting and Vendor Oversight: 
    • Manage the IT operating and capital budgets, forecasting capital and operational expenditure controls with fiscal discipline and transparency.
    • Lead vendor consultant, contractor, managed service provider, and implementation partner selection, contract negotiations, and ongoing compliance and performance management.
    • Optimize technology expenditures while improving service quality and business value.
  • Other duties as assigned.

Qualifications

  • 10 years in progressively senior technology leadership roles
  • Experience overseeing a broad tech portfolio, including web, CRM, systems, and AI products
  • Strong understanding of audience segmentation, digital engagement, and nonprofit enterprise tools
  • Background in edtech, civic tech, or mission-driven organizations preferred
  • Demonstrated experience leading high-performing teams and managing external tech vendors, partners, consultants and service providers
  • Deep commitment to transparency, ethics, accessibility, and the NCC’s nonpartisan mission
  • Strategic thinker with strong business acumen
  • Decisive, execution‑focused leader who drives outcomes
  • Clear, confident communicator with executive presence
  • Collaborative partner across Finance, Legal, HR, Operations, and the Board
  • Calm and effective under pressure, especially during incidents or major change
  • Required to work frequent weekends, evening hours, or holidays as needed and assigned

Physical Demands

  • Prolonged periods of sitting at a desk and working at a computer
  • Standing and walking will be required on a frequent basis
  • Some light lifting, twenty (20) pounds or less, may be required

Salary : $195,000 - $225,000
