Summary

The role is responsible for managing NASA Open Science Data Repository (OSDR) project requirements, budgets, schedules, scope, and risk for a multimillion-dollar effort that enables the collection, curation, preservation, and accessibility of biological data used in mission planning and scientific decision-making. As the technical manager, the DPM ensures continuity of operations, governance through change control, configuration management, and coordination across scientific & software teams.

  • Serves as technical manager ensuring continuity of operations and governance through change control, configuration management, and coordination across scientific and software teams.
  • Reports project status to NASA Ames Research Center, Biological and Physical Sciences Division, and Human Research Program on monthly, quarterly, and as-needed cadences.
  • Coordinates with the PM to develop and maintain a project schedule; tracks milestones, identifies schedule risks, develops mitigations, and communicates status to stakeholders.
  • Coordinates with the PM and Resource Analyst(s) to develop, monitor, and adjust the project budget; identifies risks, develops mitigations, and reports budget status to stakeholders.
  • Leads tracking of required data submissions from NASA Biological and Physical Sciences Division grantees in accordance with Research Data Submission Agreements.
  • Ensures continuity of operations and governance through change control and configuration management practices, coordinating across scientific, software, and contractor teams.
  • Manages OSDR project requirements, budgets, schedules, scope, and risk for a multimillion-dollar effort supporting the collection, curation, preservation, and accessibility of biological research data.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Managing project schedules, budgets, and risk for complex, multidisciplinary projects involving scientific and technical teams;
  • Managing biological research data, applying data archiving standards, and implementing open science principles in a scientific data environment;
  • Supporting biological research workflows and data stewardship requirements, including coordinating across technical and scientific stakeholders to integrate competing priorities;
  • Leading agile software development teams in support of scientific data systems or research data repositories.

Probationary Period
