Summary:

The Facilities and Logistics Operations Division (6400) oversees the physical development, maintenance, and safe operation of the Laboratory’s infrastructure to enable advanced workplaces, resilient systems, and uninterrupted mission support. Within this division, the Logistics & Operations Planning Section (643) manages Lab-wide logistics operations, including centralized control of all equipment and manufacturing assets; end-to-end material requirements planning, material movement, delivery, and inventory; and specialized technical services in metrology, measurement systems, and project flight hardware. We are seeking a Group Supervisor for the Transportation and Fleet Management Group (643B), a primary management role responsible for staff supervision, policy execution, and the strategic performance, compliance, and safe operation of all Laboratory transportation and transported assets. This leader will oversee the full lifecycle of transport operations, guiding a diverse team to ensure regulatory compliance, budget stewardship, process improvement, and reliable logistics support for all mission-critical and general Laboratory activities.

Responsibilities include but are not limited to:

  • Provide primary management responsibility, direction, and expertise for the functional organization. Act as an advisor to other organizations regarding tasks and operations.

  • Responsible for hiring and retaining a diverse, highly qualified staff. Provide career coaching, growth, and personal development for direct report employees.

  • Accountable for continuous process improvement, setting goals, and ensuring they are achieved using best industry practices. Maintains a safe working environment and a strong customer focus across all activities.

  • Manages and authorizes budget and expenditures for the Group, impacting costs and schedules through the supervision of activities. Assure the assignment or allocation of resources to meet organizational goals.

  • Establish and enforce regulatory and safety compliance protocols for all logistics and transportation activities (including specialized movements of hazardous and mission-critical assets). Enforce safety rules and regulations.

  • Manage the safety, certification, and maintenance of the entire transport fleet (buses, heavy-haul vehicles, utility vehicles, security fleet vehicles).

  • Management responsibility and accountability for all NASA Jet Propulsion Laboratory (JPL) organizationally assigned Government Personal Property and supplies throughout the property’s lifecycle, ensuring compliance with government regulations.

  • Be an active member of the JPL Emergency Operations Center (EOC) team, coordinating a cadre of personnel for emergency deployment in support of varying logistics services.

Qualifications:

  • Requires a Bachelor’s degree (or higher) in Business, Supply Chain Management, or a related subject area with a minimum of 2 years of lead experience.

  • Strong experience in managing (government personal) property, Supply Chain Management, and a leadership role in logistics and/or transportation. Demonstrated ability to exemplify the skills to manage, coach, and provide training for staff.

  • Advanced knowledge and experience in transportation management and supply chain logistics, including planning, scheduling, capacity management, forecasting, fleet maintenance management, and equipment inventory control.

  • Comprehensive knowledge of fleet management practices, vehicle certification processes, and the specialized licensing required to operate transport assets (e.g., California Class A, passenger, hazardous materials endorsements). Working knowledge and experience within the DOT with government transportation management.

  • Demonstrated capability to set strategic goals and drive continuous process improvement and innovation to resolve unique operational problems.

  • Exceptional skills in communication and negotiation to interface with and advise internal and external customers.

  • Excellent working knowledge of the Microsoft Office suite of programs including Microsoft Outlook, Excel, and PowerPoint.

Preferred Skills

  • Experience in Enterprise Lean Six-Sigma (ELS) process, possessing Green or Black Belt certification.

  • Experience with DCMA or similar auditing function.

  • Experience with financial transportation asset management fiscal tracking.

  • Working knowledge of Code of Federal Regulations Title 49 as it relates to JPL’s transportation activities.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training.
