The Position


This recruitment is being conducted to fill one (1) full-time position of Environmental Health Supervisor (Solid Waste) for the Planning, Building, and Environmental Services Department at Napa County. The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

About the Department:
The Department of Planning, Building, & Environmental Services (PBES) partners with the community to promote the health and safety and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. As a member of PBES you will work alongside employees from the following PBES Divisions: Building, Code Enforcement, Engineering, Environmental Health, Natural Resources, Parks, Planning, and Staff Services.

The Environmental Health Division is responsible for implementation of State and local programs with the goal of protecting public health, including permitting and inspections of retail food facilities, public pools, employee housing camps, mobile home parks, small water systems, on-site wastewater systems, wells, groundwater permits, facilities that possess and store hazardous materials, underground or above ground storage tanks. Environmental Health staff also provide emergency response support and oversight of cleanup of sewage and hazardous materials releases. Staff work under the authority of the County Public Health Officer to respond to health emergencies.

The current vacancy is a supervisor for the Solid Waste team.

The Environmental Health Supervisor serves as a first-line supervisor in the Environmental Health Division and is responsible for planning, coordinating, implementing, and overseeing the County’s solid waste programs. These programs include the Local Enforcement Agency (LEA), medical waste, body art, waste tire grant implementation, and related projects and initiatives.

This position directs, coordinates, and monitors the work of assigned staff, consultants, vendors, and contractors. The Environmental Health Supervisor performs a wide range of professional, administrative, and programmatic duties in support of assigned programs, including serving as a liaison and providing high-level administrative support and staff assistance to County departments, boards, committees, and external agencies.

The Ideal Candidate:

  • Has a vast knowledge of local, state, and federal waste management regulations to ensure compliance with applicable laws and mandates.
  • Is experienced in budgeting and financial management with strong attention to detail.
  • Has experience leading a team of or individuals in a specific program, preferably in a supervisory capacity.
  • Proficient in Microsoft Office Suite and Accela.
  • Ability to navigate a fluid landscape and communicate effectively with staff and management.
  • Willing to lead the implementation of new health and safety guidelines across all areas under their purview.
  • Determined to motivate, inspire, and encourage staff in a collaborative culture for team success.
  • Strives for transparency and models accountability by serving the community and instilling strong customer service values within the team.
  • Excellent written and oral communication skills for preparing detailed permit applications, reports and providing policy recommendations.
Position Requirements:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

  • Experience: Three years of increasingly responsible experience in the field of environmental health and safety regulation and enforcement. NOTE: Possession of a master's degree in Public Health, Environmental Health or other basic sciences may be substituted for one year of the required experience.
  • Education: Equivalent to graduation from an accredited college or university with major course work in Public Health, Environmental Health, or other basic science, which include courses in land use, solid waste management, occupational health and/or toxic substances.

License or Certificate*:
  • Possession of a valid certificate as a Registered Environmental Health Specialist issued by the California Department of Public Health.
This license is required upon submission the application.

  • Possession of a valid Class C California Driver's License.*

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

The most qualified candidates from the oral panel interview will be placed on the eligibility list for up to twelve months.
