Overview

Nakupuna Companies seeks an Analyst III: Global Health Security (GHS) Surveillance Program Analyst. This position will provide programmatic oversight and technical expertise for the Department’s global health security surveillance portfolio. Manage foreign assistance programs that strengthen subnational, national, and global surveillance systems capable of detecting outbreaks within seven days and reporting within one day.

Support development and management of program awards, implementation of MOUs, and technical engagement with U.S. Posts, foreign governments, and local, faith-based, private sector, and governmental partners. Lead development of programs and policies that strengthen multisectoral/One Health surveillance systems, including integration of multi-pathogen diagnostic tools.

Responsibilities

TheGlobal Health Security (GHS) Surveillance Program Analyst is expected to demonstrate flexibility and adapt to uncertainty and evolving program requirements and may be assigned additional related duties or deliverables as new priorities emerge. All work must advance and be performed in compliance with Departmental and U.S. governmental policies and guidance.

  • Lead programmatic work on human and zoonotic surveillance, advising governments and implementors on best practices related to surveillance systems, as well as assessing progress on existing and planned systems
  • Support implementation of innovative surveillance systems and diagnostics in line with USG GHS priorities
  • Design and manage programs that advance U.S. GHS priorities with a focus on multisectoral surveillance systems and inclusive of efforts around diagnostics innovation and integrated surveillance, adapting global best practices to national contexts, and strengthening country-level sustainability
  • Collaborate with foreign governments, and other key stakeholders including local partners, faith-based organizations, and private sector partners to implement GHS programs in low-resource settings
  • In collaboration with M&E experts, develop and track surveillance performance metrics and milestone frameworks for U.S. global health security programs, with a focus on surveillance systems
  • Develop guidance, tools, and training materials supporting surveillance and related activities for the GHS portfolio
  • Monitor GHS program performance, identify gaps, and recommend corrective actions
  • Support design, administration, and evaluation of new GHS program instruments and milestone-based approaches
  • Prepare reports, briefings, and recommendations for program leadership and stakeholders related to the above work
  • Lead efforts to integrate and leverage GHS surveillance system efforts with other health areas in line with global best practices
  • Perform other duties as assigned

Deliverables:

  • Program and project management support for GHS programming, health MOU implementation, including program frameworks, policies, and guidance tailored to national contexts
  • Review and advise on documents related to multisectoral surveillance systems, including project-level documentation
  • Verbal and written advice provided to Embassy teams, implementors, governments, and other key stakeholders around strengthening of multisectoral surveillance systems
  • Technical and capacity-building materials supporting transition of foreign assistance to new implementation models, including but not limited to government-to-government, faith-based organizations, private sector, and other implementation models
  • Development and refinement of technical guidance documents, tools, and training materials
  • Inputs to development of new program instruments and performance metrics
  • Reports on U.S. programs supporting human and zoonotic surveillance, including outbreak data and specimen sharing engagements and outcomes, as needed
  • Regular progress reports and a final summary report outlining achievements, challenges, and recommendations
  • Must be willing to travel internationally in support of programmatic needs at the country level, including outbreak response with short notice

Qualifications

Skills/Qualifications:

  • Experience managing or providing technical advice on USG-funded Global Health Security programs focused on infectious disease surveillance.
  • Advising or evaluating multi-country, multisectoral (human and zoonotic) global health security surveillance system strengthening initiatives
  • Demonstrated knowledge of infectious disease surveillance, with a multisectoral lens (human and animal), including intersections with efforts around diagnostics innovation, laboratory systems, and real-time reporting
  • Experience engaging with technical counterparts in foreign governments, as well as other key stakeholders including local partners, faith-based organizations, and private sector partners in low-resource settings
  • Communicate effectively and build stakeholder and partner capacity related to GHS programming with a focus on surveillance systems
  • Familiarity with data systems used to monitor outbreak threats for animal and human health and experience with enhanced surveillance for outbreaks
  • Demonstrated familiarity with U.S. global health security programming, development, and foreign policy priorities
  • Manage multiple priorities and deadlines in a fast-paced environment

Education and Experience:

  • Master’s degree or higher in Public Health, Microbiology, Laboratory Sciences, Biomedical Sciences, Human or Animal Medicine, or a related field
  • Minimum of 8 years developing, advising on, or managing multisectoral/One Health global health security surveillance systems and/or programs required. Experience in low- and middle-income countries required

Work Schedule: Position is full-time, 40 hours per week (Monday-Friday)

Clearance Requirements: Must possess or be able to obtain and maintain a Secret-level security clearance. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $95,000.00 to $100,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
