SALARY RANGE: $138,138-$185,780
FLSA STATUS: Exempt

POSITION SUMMARY: Provides executive leadership for the Calvert County Public Schools Department of Student Services, directing a comprehensive system of programs that support student well-being, equity, safety, and success. Oversees districtwide student services including pupil personnel services, school psychology, school social work, school counseling, school health, school safety and security, and initiatives that promote positive school climate and culture.
Leads the development, implementation, and continuous improvement of district frameworks such as Positive Behavioral Interventions and Supports (PBIS), Restorative Practices, Social-Emotional Learning, and Trauma-Informed Instruction. Serves as a key district leader in the design, implementation, and sustainability of a comprehensive Multi-Tiered System of Supports (MTSS).
Ensures compliance with all applicable federal, state, and local laws and regulations related to student discipline, student attendance, home instruction, residency, international student admissions, home/hospital teaching, alternative education programs, psychological records, child abuse and neglect reporting, Section 504, Title IX, the McKinney-Vento Homeless Education Assistance Act, and Community Schools.
Responsibilities include strategic budget development and oversight; policy and procedure development; long-range program planning; establishment of district priorities; staff recruitment, supervision, and evaluation; coordination of professional learning; and ongoing monitoring and evaluation of program effectiveness to ensure safe, inclusive, and supportive learning environments for all students.
Education, Certification And Experience
At the time of application, the candidate must hold or be eligible for:
- Master’s degree from an accredited college or university required
- Holder of or eligible for Maryland Administrative II certification
- Five (5) years of successful experience in an administrative capacity, preferably as a school-based administrator.
- Experience in high school leadership preferred
- Comprehensive knowledge of student services theory, practice, and administration, including integrated delivery models that support academic achievement, student well-being, and equitable outcomes.
- Thorough knowledge of Code of Maryland Regulations (COMAR), Maryland State Department of Education (MSDE) guidance, and federal laws governing student services, including student discipline, student attendance, Title IX, Section 504, IDEA intersections, FERPA, McKinney-Vento, and mandated reporting requirements.
- Demonstrated expertise in Multi-Tiered Systems of Supports (MTSS), PBIS, restorative approaches, trauma-informed practices, social-emotional learning, and evidence-based interventions to reduce disproportionality and exclusionary discipline.
- Strong understanding of school safety, crisis response, threat assessment, prevention strategies, and collaboration with law enforcement and community agencies.
- Ability to interpret, analyze, and apply student data (discipline, attendance, climate, behavior, compliance indicators) to guide strategic decision-making and program evaluation.
- Demonstrated skill in policy development, compliance monitoring, and operationalizing legal requirements into procedures and training for school-based staff.
- Proven leadership in equity-centered decision-making, culturally responsive practice, and fostering inclusive, supportive learning environments.
- Exceptional ability to advise and support administrators on complex, sensitive student matters involving legal, ethical, and community considerations.
- Strong organizational leadership skills, including strategic planning, budget management, grant oversight, staff supervision, and performance evaluation.
- Highly effective interpersonal, written, and oral communication skills; ability to work collaboratively with diverse stakeholders, including students, families, staff, community partners, and government agencies.
- Demonstrated capacity to manage multiple priorities, respond effectively to urgent situations, and exercise sound professional judgment under pressure.
- Ability to perform under high stakes conditions.
- Valid driver’s license, motor vehicle insurance, and ability to travel as needed.
- Provides districtwide leadership for the planning, implementation, monitoring, and continuous improvement of comprehensive student services programs that ensure equitable access, student well-being, safety, and academic success.
- Directs and oversees pupil personnel services, school psychology, school counseling, school social work, school health services, mental health coordination, alternative education programs, student discipline processes, student attendance, residency and enrollment compliance, homelessness services, and school safety initiatives.
- Leads the design, implementation, and sustainability of a districtwide Multi-Tiered System of Supports (MTSS) that integrates academic, behavioral, and social-emotional supports, ensuring alignment with instructional priorities, special education, and Blueprint for Maryland’s Future expectations.
- Provides system-level leadership for school climate and culture initiatives, including Positive Behavioral Interventions and Supports (PBIS), Restorative Practices, Social-Emotional Learning, and Trauma-Informed Practices, with a focus on reducing disproportionality, exclusionary discipline, and barriers to student success.
- Serves as the district Title IX Coordinator for student matters, overseeing investigations, compliance, corrective actions, training, and reporting in accordance with federal guidance and Board policy; collaborates with Human Resources on cross-functional investigations as appropriate.
- Ensures district compliance with all applicable federal, state, and local laws and regulations, including but not limited to COMAR, Section 504 of the Rehabilitation Act, the McKinney-Vento Homeless Education Assistance Act, child abuse and neglect reporting laws, residency regulations, and student records requirements.
- Provides guidance to principals and central office leaders on complex student discipline and safety matters, district level discipline conferences, placement decisions, crisis response, safety planning, and risk management.
- Analyzes districtwide data related to student behavior, attendance, discipline, climate, homelessness, and equity; uses data to identify trends, inform policy and practice, and drive continuous improvement.
- Leads interagency and community collaboration with local government, law enforcement, health agencies, social services, and community partners to coordinate services that support students and families.
- Oversees departmental budgeting, grants, and fiscal management; ensures effective use of resources to support student services priorities and compliance requirements.
- Recruits, supervises, develops, and evaluates professional and administrative staff; designs and delivers professional learning aligned to district goals, legal mandates, and best practices in student services.
- Advises the Superintendent, Board of Education, and executive leadership on student services policy, system risks, compliance status, and recommended actions.-
- Performs related work as required or assigned by the Chief Academic Officer and/or Superintendent.
- The position requires the ability to work extended hours and perform duties in a variety of environments, including office settings and schools.
