Position Summary
Under general supervision of the Director of Engineering & Development, the Civil Engineer is responsible for overseeing development review, inspection, and assisting with infrastructure planning within the District. This position manages development inspectors to ensure construction activities comply with approved plans, specifications, and regulatory standards, while serving as a liaison between the District, developers, contractors, and regulatory agencies. The engineer reviews engineering studies and utility service requests for compliance with the District’s standards and capital plans. In addition, the role is accountable for developing and implementing the district’s hydraulic model to evaluate system performance and support long-term planning and utility service requests.
Essential Functions:
- Plan Review & Approval: Review and approve development plans, plats, and engineering studies to ensure compliance with District standards, utility requirements, and applicable regulations.
- Stakeholder Coordination: Coordinate with developers, contractors, consultants, and regulatory agencies to align project designs with District infrastructure needs and resolve conflicts during the approval process.
- Inspector Oversight: Lead and manage development inspectors by assigning tasks, monitoring field activities, and ensuring consistent enforcement of construction standards.
- Construction Inspection & Quality Control: Conduct and audit inspections of utility-related construction projects, including water and wastewater, to verify adherence to approved plans, specifications, and quality measures.
Hydraulic Modeling & Infrastructure Planning: Develop and implement the District’s hydraulic model to evaluate system performance, support long-term capital improvement planning, and identify infrastructure needs based on inspection findings and growth trends
Qualifications:Qualifications
Education:
- Required: A Bachelor’s Degree in Civil or Environmental Engineering from an ABET-accredited program.
- Preferred: A Master’s Degree in Engineering or a related field.
Experience:
- Required: A minimum of 3 years of relevant experience in water and wastewater project design, permitting, and construction, ideally within a governmental capacity or utility. Experience with hydraulic modeling.
Training and Certificates
- Required: Registration as a Professional Engineer (PE) in the State of Texas, or the ability to obtain within 6 months of hire.
Work Environment and Physical Requirements
- Indoor and Outdoor Work: Primary work in an office environment with frequent site visits for inspections and assessments. Outdoor work may involve exposure to weather conditions and uneven terrain.
- Schedule: Some evening or weekend work may be necessary to attend events or respond to urgent communication needs.
- Travel: Travel may be required for meetings and professional development opportunities
Conditions Of Employment:
- Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
