SUMMARY

The Assistant Public Works Director reports to and assists the Public Works Director in planning, coordinating, and supervising activities related to municipal infrastructure, including streets, parks, sanitation, and facilities maintenance.

 

RESPONSIBILITIES

  • Supervise and coordinate daily operations of the department Laborers including project scheduling and resource allocation
  • Oversee maintenance and repair of municipal roads, parks, buildings, and public spaces
  • Monitor compliance with safety regulations and environmental standards
  • Prepare reports and recommendations for the Public Works Director and municipal leadership
  • Respond to public inquiries and resolve issues related to public works services
  • Responds to and supervises emergency call outs
  • Supervises replacement of municipal signage along municipal roadways
  • Proposes/revises policies and procedures for the winter maintenance, park safety, maintenance, and other operations
  • Updates citizen action line database
  • Evaluates conditions of the storm and sanitary systems and identifies areas for repairs
  • Provides and tracks safety training certifications annually for all Public Works employees
  • Maintains daily work orders, reports, records, and files
  • Maintains reports from cutting list, open end pipes, parks, small parks and municipal owned buildings
  • Assists with snow and ice removal activities
  • Assist with daily work schedule
  • Assists with updating of field conditions for the website
  • Assists with managing all building maintenance for all municipal owned buildings
  • Assists with record keeping for departmental payroll
  • Assists with fleet management tracking program
  • Assists with management of municipal fuel dispensing system including ordering of fuel, maintaining fuel usage records, and providing billing to the finance office
  • Assists in forecasting funds, monitoring departmental expenditures, and managing procurement and vendor contracts
  • Assume all essential tasks in the absence of the Director
  • Perform other duties as assigned
Qualifications:

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to be on call and respond any day/time to all emergency call outs in a timely fashion including overtime, weekends, and holidays
  • Thorough knowledge of repairs and maintenance practices
  • Thorough knowledge of the occupational hazards and necessary safety precautions
  • Ability to assign and supervise work of others
  • Skill in the operation of construction and maintenance equipment
  • Ability to speak effectively before groups of residents or municipal employees
  • Ability to establish and maintain effective working relationships with the Director, Public Works personnel, other employees, and the general public
  • Ability to interpret a variety of instructions furnished in written, oral diagram or schedule form
  • Ability to read and interpret documents such as rules, operating and maintenance instructions, and procedure manuals
  • Ability to write routine reports and correspondence 

 

MINIMUM QUALIFICATIONS

  • 5-10 years of progressively responsible experience in public works
  • 2 years of direct experience supervising skilled trade professionals, contractors, and technical experts in public works
  • Must possess or ability to obtain a PA Class B Commercial Driver’s license with air brake and tanker endorsements
  • Experience in vehicle maintenance, road construction, sewage and storm line maintenance, and general construction work
  • Knowledge of Microsoft Office suite; inventory software; RTA fleet maintenance and order processing systems

The employee must lift and/or move up to 50 pounds. Specific vision abilities required by this job include peripheral vision, depth perception, and ability to adjust focus. 

 

CONDITIONS

The worker is subject to the inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions and oils. 

 

While performing the duties of this job, the employee is frequently exposed to moving mechanical parts, high, precarious places, fumes or airborne particles, and outside weather conditions. The employee is occasionally exposed to wet or humid conditions and risk of electrical shock. The noise level in the work environment can vary from moderate to loud.

Salary : $70,000 - $75,000
