ABOUT CRAFTON BOROUGH

Crafton Borough is a municipality with approximately 6,000 residents in Allegheny County, Pennsylvania, situated just west of Pittsburgh. The Borough is governed by a seven-member Council and administered by a full-time Borough Manager, supported by a six-person administrative team and a seven-person Public Works crew. Crafton is in an active period of infrastructure investment, neighborhood reinvestment, and organizational improvement. The Director of Borough Services joins a small, capable team at a moment when consistent resident-responsive service and efficient operational delivery are primary organizational priorities.


POSITION OVERVIEW

The Director of Borough Services is a senior management position responsible for the operational performance of Crafton Borough's Public Works Department, regulatory services, neighborhood reinvestment programs, and frontline resident communications.


CORE RESPONSIBILITIES


Public Works Oversight

The Borough’s Public Works Foreman reports directly to this position. The position also provides the day-to-day support that keeps the department running efficiently, maintains clear operational standards, and ensures the crew has the direction and resources needed to serve the community well.


  • Serve as the direct supervisor of the Borough's Public Works Foreman and Crew, providing clear direction, setting work priorities, and maintaining consistent performance expectations.
  • Serve as the primary management contact for the Public Works Foreman maintaining a productive, professionally managed working relationship with the crew.
  • Implement and manage the Borough's work order system; assign, schedule, track, and close work orders and produce monthly operational reports for the Borough Manager and Council.
  • Maintain accurate records of employee attendance, assignments, and performance to support sound workforce management and informed decision-making.
  • Assist the Foreman in managing the Borough fleet and equipment, coordinating preventive maintenance schedules, tracking repair history, and advising the Borough Manager on replacement planning and procurement.
  • Create, Maintain, and Update a Public Works Operations Manual used by the Public Works crew.


Code Enforcement & Building Official Oversight

The Borough's code and building officials report directly to this position. Both functions require supervisory engagement, sound escalation judgment, and professional administration.

  • Supervise the Borough's code official and building official with a focus on high levels of customer service and efficiency.
  • Serve as the management escalation point for code and building matters requiring policy interpretation, legal coordination, or sensitive resident communication.
  • Maintain sufficient working familiarity with the International Property Maintenance Code, International Building Code, and Pennsylvania UCC to supervise enforcement staff and exercise sound escalation judgment.


Neighborhood Reinvestment & Blight Reduction

This position leads the Borough's active efforts to address problem properties and support neighborhood reinvestment, deploying the full range of tools available under Pennsylvania law.

  • Lead the Borough's blight reduction strategy, utilizing the Pennsylvania Land Bank, Vacant Property Recovery Program (VPRP), Conservatorship, and demolition as appropriate to each property situation.
  • Communicate with property owners, neighbors, and community members on blight and reinvestment matters; represent the Borough professionally in situations that may be contentious.
  • Report regularly to the Borough Manager and Council on blight reduction progress, active cases, and program outcomes.


Resident Services & Complaint Management

This position is the Borough's primary point of contact for residents reporting service problems, infrastructure concerns, and code complaints. Prompt, transparent, and professional handling of resident concerns is a core performance standard.

  • Serve as the frontline intake point for resident service requests and complaints related to Public Works, code enforcement, building permits, trees, and blighted properties.
  • Triage incoming concerns, assign to the appropriate staff member or crew, and track through to resolution, providing reporting to the Borough Manager and Council.
  • Represent the Borough professionally and patiently in direct resident interactions, including situations involving unwelcome news or neighbor disputes.


Boards and Commissions Facilitation

This position will serve as facilitator to the Borough’s Shade Tree Commission, Recreation Board, and related Council Committees. The Shade Tree Commission is a volunteer advisory body that guides the Borough's tree planting, maintenance, and preservation work. The Recreation Board is a volunteer working body that produces several public events in the Borough each year. This position staffs and supports both volunteer bodies and serves as the coordination point between them and Public Works.

  • Facilitate monthly Shade Tree Commission and Recreation Board meetings, including agenda preparation, minutes production, and follow-up coordination.
  • Attend Borough Council President’s Committee on Communications and Recreation and provide monthly reports, analysis, and general updates.
  • Coordinate with Public Works on tree planting, pruning, and removal and to support the Recreation Board’s efforts to produce successful community events.


QUALIFICATIONS


Minimum Qualifications

  • Three or more years of direct supervisory experience managing field crews, public works operations or a comparable operational workforce
  • Associate’s or Bachelor’s degree in public administration, business, construction management, or a related field.
  • Valid Pennsylvania driver's license and willingness to travel regularly between Borough facilities and field locations.
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, and Excel) and general computer skills and the ability to learn and adapt to new systems.
  • Two or more years of experience working for or with a municipal, county, or state government.

Preferred Qualifications

  • Experience supervising a unionized workforce.
  • Familiarity with the Pennsylvania Uniform Construction Code, International Property Maintenance Code, or municipal code enforcement processes.
  • Experience with Pennsylvania community reinvestment tools under the Abandoned and Blighted Property Conservatorship Act.
  • Background in public works operations, fleet management, construction management and/or municipal infrastructure maintenance.
  • Working familiarity with the Pennsylvania Municipal and Borough Code and/or Planning Code.
  • Experience facilitating volunteer advisory boards or working productively with community groups.
  • Familiarity with work order management systems, operational reporting, and performance tracking.


Salary : $85,000 - $95,000
