We are looking for a visionary IT Strategic Software Manager to orchestrate our organization’s software lifecycle. Leading a dynamic team, you will provide the insights necessary for smart investment and cost management, ensuring every software solution delivers maximum value while advancing our long-term digital strategy.

Strategic Software Roadmapping: You will collaborate with IT leadership and business partners to architect technology roadmaps and research emerging technologies, ensuring the software portfolio supports strategic investment decisions and meets future business needs.
Financial & Vendor Stewardship: You will manage departmental budgets, project forecasts, and outside consultants while leading strategic engagements with vendors and procurement to validate price/performance, ensure contract compliance, and manage the total cost of ownership for the County’s software portfolio.

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home). However, this position will require you to come in for routine team, management meetings, customer meetings, and performance coaching. The designation of Routine Telework may be subject to change at a future time. The onsite work location for this position is Multnomah Building 501 SE Hawthorne, Portland, OR. Currently, all employees must reside in Oregon or Washington; the County cannot support ongoing telework from other locations. We are unable to sponsor work visas, including H-1B, F-1 OPT, or STEM OPT.
Type of Position: This salaried executive position is not eligible for overtime.
Location: This position is located in the Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR.
Schedule: Monday - Friday 8:00am - 5:00pm. There is some flexibility with the start and end times.

Minimum Qualifications/Transferable Skills
- Bachelor’s degree in a related field (or equivalent related experience)
- Three years of progressive IT leadership experience, with a proven track record of coaching, mentoring, and developing high-performing technical teams, including system administrators.
- Demonstrated experience managing a diverse workforce and navigating performance management within a unionized environment.
- Proven experience administering enterprise-level productivity suites, specifically Google Workspace and Microsoft 365.
- Proven experience managing broad software catalogs, ensuring license compliance, and developing software models, and customer portals, to evaluate and enable organizational capabilities.
- Proven experience managing strategic vendor relationships, including contract negotiation and service-level agreement (SLA) performance monitoring.
- Proven experience working with Contracts and Procurement teams to manage the lifecycle, prioritization, and flow of complex contract portfolios.
- Proven experience developing and managing formal software and hardware review processes to ensure technical and security alignment.
- Demonstrated experience managing public sector/government budgets, including staffing forecasts, cost control, and calculating metrics including Total Cost of Ownership (TCO) for large-scale applications.
- Demonstrated experience implementing or overseeing AI and Generative AI solutions within a business or technical framework.
- Ability to obtain Criminal Justice Information Systems (CJIS) authorization which includes background check and fingerprinting.
- Experience working in the public sector or another highly regulated industry
- CSAM (Certified Software Asset Manager) Certification
- Certified Implementation Specialist (CIS-ITSM)
- ITIL (IT Service Management) Certification
