Provides technical assistance as required to review, evaluate, plan, approve and inspect, various types of utility capital projects. Typical tasks include assisting infrastructure design review, storm water system review, specification review, approval of design changes, and field quality control. Supervision of water treatment plant and staff.

  • Inspect construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
  • Periodically draft schematic site plans to provide project options for client review and approval.
  • Periodically investigate product options for installation in MIT utility projects; prepare cost-benefit analysis of product recommendations.
  • Review of site plans and subdivision designs plans and specifications to ensure they meet the Public Works Design Standards.
  • Facilities and oversees the preparation and enforcement of public works standards and various engineering related technical studies to help meet the community development goals of the Tribe.
  • Develops the Capital Improvement Program (CIP) and related Capital Budgets and coordinates efforts to obtain capital grant funding to implement the CIP for the Tribe.
  • Provides professional engineering advice to Director of Community Development and other officials; makes private and public presentations to Tribal Council, boards, commissions, community groups and the public.
  • Contract with and supervise firms to provide special inspection on projects, as dictated by project manuals.
  • Supervise the field layout of project elements such as utilities, roadways, easements or buildings.
  • Collect and review as-built data and O&M manuals from contractors. Ensure accuracy of data, drawings and manuals. Assist with recording data on computerized maintenance management system software for future owner reference.
  • Because of the Tribe’s commitment to community service, each employee may be expected to perform a wide range of office and field duties as may be required from time to time. Such duties may or may not be related to their regular responsibilities.


Required Graduation from an accredited four-year college or university with a degree in civil engineering, utility management, business, or a closely related field, five (5) years of progressively responsible utility project engineering experience that includes experience AutoCAD, and MS Project.

Knowledge Project management policies, practices and techniques; Project budget management; Tribal, federal, state and local legislative guidelines affecting utility projects; Effective negotiating techniques; Effective supervisory practices including selection and employment of design and other project consultants; Long-and short-range utility planning techniques and processes; utility exhibits good problem-solving skills and shows logical process to decision making.

Skills Effective oral and written communication; managing the field implementation of contractors; ability to do conceptual estimating based on schematic design and project estimates based on utility documents; well-organized with the ability to multi-task; good problem solving skills; effective time management; problem-solving techniques; ability to understand architectural, structural, and mechanical plans; operating a personal computer and applicable software including but not limited to MS Project, MS Excel, MS Word, Visio.

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is frequently required to walk, stand for long periods of time and traverses steep slopes; use hands to operate, finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderately noisy.
