What are the responsibilities and job description for the Executive Management Training Analyst position at Muckleshoot Indian Tribe?

Under the general supervision of the Program Manager and Director, the Executive Management Training Analyst will participate in rotation opportunities through designated Muckleshoot Indian Tribe Divisions. These opportunities are designed to aid in acquiring and growing the knowledge and skills required to be successful in executive level positions within Muckleshoot Tribal Government or other Muckleshoot entities. The rotation opportunities will provide full exposure to the services, programs, and day-to-day operations of the Muckleshoot Indian Tribe as a whole.

During each rotation the Analyst will participate in a variety of planned learning experiences, as well as on-the-job training assignments, that are intended to ensure the Analyst gains an understanding of key competencies associated with positions at varying levels, from frontline to director, within each department.

The Analyst will receive coaching and individualized guidance to assist in their personal, professional and leadership development. With successful completion of training, education and work requirements as determined by the Program Manager and/or Director, this position may lead to a regular, full-time position with the Muckleshoot Indian Tribe. However, future employment is not guaranteed.

  • Comply with training requirements as established by the Executive Management Training Program.
  • Pursue and complete any higher education requirements as established by the Executive Management Training Program.
  • Observe, learn, and gain hands-on experience in a variety of roles within designated Departments.
  • Gain an understanding of the operations and responsibilities of each Department, and what their role is in regards to accomplishing the mission of the Muckleshoot Indian Tribe.
  • Follow required safety protocols and/or any additional training(s)/requirements that may be needed in order to perform the various rotational job functions assigned.
  • Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.


REQUIRED

  • Must be an enrolled Muckleshoot Tribal member.
  • Bachelor’s degree required, or commitment to obtain one through an approved education agreement.
  • Must have a minimum of 5 years in a supervisory or managerial role.
  • A valid Washington State driver’s license is required at the time of appointment or at a time set by the Tribe


SPECIAL REQUIREMENTS

  • Incumbents must be able to pass a background investigation (must be eligible to work with vulnerable population).
  • Incumbents must be able to pass a drug test.


Knowledge of

  • General office principles and practices

At the completion of the Executive Management Training Program, the Analyst must be able to demonstrate the following Knowledge and Skills

Knowledge of

  • Understanding of Indian tribes and tribal sovereignty; Tribal, federal , state and local legislative guidelines affecting tribes and financial matters;
  • Financial and accounting structures, policies and operating programs of the Tribe;
  • Modern policies and practices of Tribal government administration
  • Internal auditing and control procedures;
  • Effective supervisory practices including hiring and performance management;
  • Tribal finance, public works, public services, community development and other applicable programs; and
  • Long- and short-range strategic planning techniques and processes.


Skilled in

  • Preparing and administering budgets;
  • Planning, directing and administering Tribal programs;
  • Communicating effectively orally, and in writing, with Tribal officials and managers, other governmental officials, consultants, contractors, developers, employees, and community members, including preparation and delivery of public presentations, at times in controversial situations;
  • Conducting research, analyzing data and compiling comprehensive reports, with recommendations;
  • Interpreting administrative guidelines and applying them to the work situation;
  • Managing, scheduling, assigning, coordinating and monitoring the work of professional, technical, trades and support staff;
  • Establishing and maintaining effective working relationships with employees, Tribal officials and members, community officials and the public;
  • Operating a personal computer, including applicable software; office equipment;
  • Organizing multiple tasks and priorities, effective delegation and time management; carrying out projects independently to their completion; and
  • Problem solving techniques and financial/managerial analysis

Fisheries

The working conditions described herein are representative of those that must be met by an employee to successfully perform the essential duties of this class. Demands can range from sedentary to moderate - when there is walking, climbing stairs/ladders, reaching, bending, stooping, kneeling, and lifting - to rigorous. The employee must frequently lift/carry objects up to 80 pounds and occasionally push/pull objects up to 100 pounds. Long daily requirements of carrying equipment/material and/or sitting/standing may be required. The employee must be able to see clearly at a distance, in order to judge how far away an object is, or which of several objects is closer or farther away. Some work is performed in an office setting with adequate lighting, heating and ventilation. The majority of the work is performed in the field. Field work involves exposures to all types of weather, insects, slippery rocks/trails, irregular terrain, or cold water temperatures. Work aboard boats may be required. In addition, the employee may be occasionally exposed to hazardous equipment such as machinery, or boats, as well as, moderate to loud noise levels, exposed to hazardous substances, materials and/or equipment.

Wildlife

The working conditions described herein are representative of those that must be met by an employee to successfully perform the essential duties of this class. Continuously uses near and distance vision. Frequently uses fingers to grasp; frequently operates a motor vehicle. Occasionally sits, talks, walks, and/or climbs hills and/or mountains, balances, bends at the waist, twists, crouches, kneels, uses foot controls, reaches with hands and arms, and uses fingers for manual dexterity. Occasionally lifts, carries and/or pushes/pulls up to 60 lbs. Frequently works in outside weather conditions, including possible frequent exposure to weather and wildlife in a forested environment, as well as possible occasional contact with water or non-weather related humid conditions. Occasionally works inside.

The employee is frequently required to sit and talk, walk, stand, hear and observes; use hands to finger, handle, or feel objects, tools, or controls. Specific vision abilities required by this job include close vision and the ability to adjust focus. Depending on location, the noise level in the work environment is usually moderately noisy.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually loud.
