Job description

This position will be a critical piece of an overall modernization effort by the Department of Education. A significant portion of DOE''s data is stored in shared drives and in off-campus SaaS applications; bringing that data into the State''s Microsoft tenancy has been made a top priority by agency leadership.

Primary responsibilities:

  • Work directly with agency management, business users and contractors to migrate data and information from the Department of Education''s Canvas site and their shared drive to SharePoint Online, reporting to the Department of IT.
  • Demonstrate specialized knowledge of current M365 tools, including Teams, OneDrive, SharePoint Online, Forms, and Power Platform concepts.
  • Provide hands-on expertise with SharePoint Online at an expert level, particularly with migrations.
  • Provide oversight and development assistance to agency partners and/or project members to implement basic, advanced, or extended internal SharePoint Online functionality (while adhering to established compliance and governance standards/policies) with forms, webparts, and related application/cloud technologies.
  • Work directly with agency leads to assist with Modern Workplace adoption and improved user experience by promoting new ways of working and assisting with change initiatives.
  • Lead and/or participate in staff development by educating end-users and technical support staff on SharePoint capabilities and development standards; coordinate enterprise-wide training with Microsoft as needed.
  • Support continuous improvement of operational, compliance, and governance standards.
  • Contribute to the development and documentation of procedures, projects and future operations, and participate in SharePoint-related agency projects as a subject matter expert and/or as needed.
  • Work with agency partners to support identification and documentation of business problems, needs, and requirements.
  • Document detailed specifications and standards for SharePoint solutions to meet State agencies'' business initiatives/problems.
  • Provide guidance to new and enhanced SharePoint proposed solutions to support conducting user needs assessments, maintaining compliance with existing standards and assisting agencies with guidance on needed operational resources to develop, document and operate solutions.
  • Provide support in user/technical community with development planning and the change request process.
  • Respond to special needs/problem situations as required on a priority basis.

Skills/Requirements

  • Direct, hands-on experience executing SharePoint data migrations (not just planning/oversight of migrations done by others) Required 8 Years
  • Hands-on, expert-level SharePoint Online administration and configuration (not just end-user usage) Required 8 Years
  • Specific experience migrating content from shared network drives and/or third-party SaaS platforms into SharePoint Online Required 5 Years
  • Direct hands-on experience with ShareGate for SharePoint data migrations Required 5 Years
  • Experience with Microsoft 365 / Modern Workplace tools as they integrate with SharePoint Online (Teams, OneDrive, Power Automate, Power Apps) Required 5 Years
  • Demonstrated techno-functional experience — i.e., has actually operated as a hybrid technical SME and business analyst, not purely a developer/admin. Required 6 Years
  • Experience in an SME role working with & presenting to all levels of leadership - end users to executives - without needing a technical intermediary Required 6 Years
  • Experience gathering, documenting, and translating business requirements from stakeholders into technical SharePoint specifications Required 6 Years
  • Experience developing SharePoint solution documentation (specifications, standards, procedures) Required 5 Years
  • Working knowledge of Microsoft 365 governance and compliance standards as applied to SharePoint (permissions, retention, information architecture) Required 3 Years
  • Exp driving user adoption of Modern Workplace tools across all levels of leadership & leading formal change initiatives tied to the technology rollout Required 3 Years
  • Exp designing and delivering training programs on SharePoint to non-technical end users both in-person and online (ex. Teams) as well as written. Required 5 Years
  • Prior experience migrating data to Sharepoint specifically from a Canvas LMS site Highly desired
  • Prior experience migrating data to Sharepoint from ANY LMS site Highly desired
  • Experience with SharePoint Online permission/governance frameworks specifically in a state/local government or public sector environment Highly desired
  • Experience with education-sector data systems or higher-ed/K-12 IT environments Highly desired
  • Familiarity with FERPA or similar data privacy/compliance requirements relevant to education data Highly desired
  • EXCEPTIONAL communication skills - written and oral - are an absolute requirement to be considered for this role. Required
