Description:
- Provide on-site day-to-day program management including leadership, cost control, planning, and quality assurance to ensure effective contract performance.
- Serve as the single point of contact between the Government and the contractor for all technical, contractual, and programmatic matters.
- Manage all aspects of the ITCSU contract, including scheduling, staffing, performance metrics, deliverable management, and compliance with quality standards.
- Conduct routine performance reviews, risk assessments, and progress briefings with NCIS and ITCSU leadership, including weekly status reports, Interim Project Reviews (IPRs), and Senior Management Reviews (SMRs).
- Develop, implement, and maintain a Quality Assurance Plan (QAP) addressing performance metrics, service levels, and process improvement initiatives.
- Lead the development and delivery of program documentation, including project plans, after-action reports (AARs), and configuration management artifacts.
- Manage communications with government stakeholders and ensure all deliverables meet established timelines, budgets, and performance standards.
- Identify and implement process improvements and innovative solutions to enhance IT service delivery and operational efficiency.
- Support 24/7/365 ITCSU operations, ensuring 99.9% systems availability and rapid response to outages or incidents.
- Coordinate with DoD agencies such as DISA, DCSA, and other MDIAs to maintain consistent enterprise IT operations and security posture.
- Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related discipline; Master’s degree preferred.
- Minimum of 10 years of progressive IT Program or Project Management experience, including 5 years leading federal IT service delivery or operations contracts.
- Demonstrated experience managing complex IT programs that include multiple service areas such as network engineering, systems administration, and cybersecurity.
- Strong knowledge of DoD and Navy IT environments, including DISA, NIPRNet, SIPRNet, and COMSEC operations.
- Experience implementing and maintaining Quality Assurance, Configuration Management (CM), and Change Management processes.
- Familiarity with ServiceNow, SolarWinds, VMware ESXi, VEEAM, Cisco technologies, and Windows/Linux server environments.
- Proven ability to lead cross-functional technical teams and maintain high-performance standards in mission-critical environments.
- Excellent communication, analytical, and organizational skills, with the ability to prepare and brief executive-level presentations and technical documentation.
- Strong understanding of ITIL, CMMI, and Project Management Body of Knowledge (PMBOK) principles.
- PMP, PgMP, or DAWIA Program Management Level II/III certification highly desired.
