We are seeking a full-time GIS and Regulatory Compliance Specialist to support mapping, environmental compliance, pipeline safety, and regulatory reporting across the Appalachian Basin.

This position combines office-based work with regular fieldwork. The successful candidate will work closely with pipeline and field crews to maintain accurate maps and records, complete inspections, manage regulatory deadlines, and support safe and compliant operations.

Key Responsibilities

  • Prepare and submit state and federal regulatory reports, including PHMSA, Tier II, disposal well, and air-emissions reports.
  • Assist with air-quality permits, renewals, compliance tracking, agency inspections, and information requests.
  • Maintain familiarity with applicable DOT/PHMSA pipeline regulations and state oil and gas requirements.
  • Create and maintain ArcGIS maps for wells, pipelines, tanks, valves, rights-of-way, and other company facilities.
  • Incorporate field-collected GPS data and regulatory records into the company’s GIS.
  • Receive and respond to Miss Utility/811 tickets within required timeframes.
  • Perform or coordinate pipeline locates, facility markings, positive responses, and damage-prevention records.
  • Conduct or assist with annual well, pipeline valve, rectifier, cathodic-protection, and tank inspections.
  • Maintain required inspection and operating records.
  • Work closely with pipeline crews, contractors, excavators, regulators, and consultants.
  • Track inspection findings and ensure corrective actions are properly documented.
  • Travel to company properties throughout the assigned multistate operating area.

Qualifications

  • Bachelor’s degree in GIS, environmental science, natural resources, or a related field preferred.
  • Experience with ArcGIS Pro, ArcGIS Online, or comparable Esri products.
  • Oil and gas, environmental compliance, pipeline, regulatory reporting, or utility-locating experience preferred.
  • Familiarity with DOT/PHMSA regulations and state oil and gas requirements preferred.
  • Strong organizational, communication, and recordkeeping skills.
  • Ability to interpret regulations, permits, maps, inspection requirements, and technical records.
  • Willingness to complete company-required DOT/PHMSA Operator Qualification training and evaluations for applicable pipeline tasks.
  • Willingness to learn new reporting systems, inspection procedures, and regulatory programs.
  • Ability to perform fieldwork in remote locations, uneven terrain, and varying weather conditions.
  • Valid driver’s license and ability to travel.

Preferred Certifications and Training

Existing certifications are preferred but not required. Candidates should be willing to pursue applicable training or certifications, including:

  • AMPP Cathodic Protection Tester (CP1) or Technician (CP2), or comparable corrosion-control and cathodic-protection training
  • Environmental-compliance training related to air permitting, Tier II reporting, spill prevention, or waste management
  • STI SP001 Aboveground Storage Tank Inspector
  • State One Call/811 utility-locate and damage-prevention training
  • Pipeline corrosion-control, cathodic-protection, and environmental-compliance training

Position Details

This is a full-time position combining remote and office-based work with regular field inspections and travel throughout West Virginia, Pennsylvania, Kentucky, Tennessee, and Virginia. The company’s office is headquartered in Buckhannon, West Virginia.
