The Finance Director's responsibilities are to enhance, maintain and oversee the central accounting operations of the agency, assuring that all accounting related functions are in full compliance with Federal and State accounting policies as well as generally accepted accounting principles. Also to ensure that staff duties remain separate enough to reasonably safeguard against any form of waste, fraud, and abuse.

Essential Functions:

· Provides support and/or assistance to finance team, executive and middle management, vendors, and others in all areas of immediate responsibility assuring that all requests and inquiries are responded to in a prompt, courteous and professional manner consistent with MOCO’s Mission and Statement of Values.

· Responsible for the development and implementation of internal controls and fiscal procedures. Develops and maintains comprehensive Financial Policies and Procedures Manual for Finance and Accounting functions; provides routine training and direction to staff and program management in the implementation of those policies.

· Provides supervision to the Financial and Administrative Services Team; provides direction, support, back-up and assistance to staff as necessary; assures that work is allocated evenly and re-distributes assignments as circumstances warrant.

· Provides HUD Administrative Services including management of tenant leases, maintenance of HUD tenant files, preparation and submission of monthly HAP requests and management of move-in, interim, annual, and move out certifications, ensuring all applicable HUD standards are met. Ensures that all requirements of HUD EIV system are maintained.

· Oversee all agency fixed assets; ensure that all fixed assets are properly recorded in the general ledger and physically tagged as property of Motivational Services, Inc.; oversees the maintenance of and reconciliation of agency depreciation schedules; responsible for coordinating the efforts of the Financial Services Team in the carrying out of the Agency’s physical inventory.

· Reviews monthly reconciliations of all general ledger accounts.

· Prepares quarterly facilities risk assessment for Executive Team review

· Develops comprehensive Excel spreadsheets to analyze budget variances and expense and revenue projections monthly throughout the current fiscal year.

· Reorganizes Accounting folder on server to make file access intuitive

· Regularly evaluates accounting systems and document management systems for potential implementation and replacement of antiquated systems.

· Makes recommendations to Executive Director on most effective ways to maximize unearned revenue

· Oversees preparation of detailed monthly revenue and expenditure reports for the agency as a whole and by program, comparing actual to budget. Works closely with program management to review and explain budget variances in an effort to keep each program in compliance with budgetary constraints as well as with applicable State and Federal requirements (i.e. MAAPIII).

· Prepares annual budgets and rate setting submissions for all PNMI programs, working closely with program management and staff; monitoring program revenues and expenditures compared to budget.

· Development and revisions of other Agency program budgets, providing insight into the actual daily activity.

· Conducts various internal audits as required, reporting results and/or recommendations to the Program Managers as appropriate.

· Coordinates year-end audit requirements with Controller and assists when necessary to ensure an efficient audit process; assists in the preparation and review of various audit reports.

· Oversees Rep-Payee Services, providing support and assistance as necessary; conducts routine internal audits as necessary to ensure that policy and practice are consistent with generally accepted accounting policy.

· Oversees preparation of annual cost reports including MaineCare (PNMI), and HUD Submissions.

· Oversight and financial reporting for MoCo Housing, Inc.

· Handles all financial and other duties related to Condo Association at 89 Hospital Street

· Attends Board & Executive Management meetings

· Chairs bi-weekly Finance Team meetings

· All other duties as assigned

Minimum Qualifications:

BS in Accounting or Finance and seven years relevant experience. Strong understanding of generally accepted Accounting Principles (GAAP) Expertise with advanced features of Microsoft Excel, and other Microsoft 365 programs. Must have excellent organizational and supervisory skills. Experience working in nonprofit organizations and experience with MaineCare, Maine Rate Setting, and PNMI cost reports preferred. System implementation experience and general understanding of IT network security and HIPAA requirements a plus.

Salary negotiable and commensurate with experience.
