Job Summary
We are seeking an experienced Program Manager (PM3) to lead a large-scale .NET application modernization and software rewrite initiative. This role will be responsible for managing the program from planning through implementation, ensuring successful delivery while meeting business, technical, budget, and quality objectives. The ideal candidate has a strong background in legacy system modernization, cross-functional leadership, and enterprise project management.
Responsibilities
- Lead the end-to-end delivery of a .NET application modernization/rewrite program.
- Develop and maintain project plans, schedules, milestones, budgets, and resource allocations.
- Apply project management methodologies to ensure collaboration, transparency, governance, and effective communication.
- Manage project scope, risks, issues, dependencies, and change requests.
- Monitor project progress and provide regular status updates to stakeholders and leadership.
- Coordinate with development, operations, security, QA, and business teams to ensure successful project execution.
- Oversee planning, analysis, design, development, testing, and implementation activities.
- Identify and resolve technical debt, integration challenges, and project roadblocks.
- Ensure project deliverables meet business, technical, and quality standards.
- Communicate project timelines, milestones, and work packages to team leaders and stakeholders.
Required Qualifications
- Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field.
- PMP, PMI-ACP, or an equivalent Project Management certification is required.
- 7 8 years of experience managing enterprise software development or modernization programs.
- Proven experience leading legacy application migration, refactoring, or modernization initiatives.
- Experience leading cross-functional teams across development, operations, security, and business units.
- Strong understanding of project management methodologies (Agile, Waterfall, or Hybrid).
- Experience with risk management, scope management, budgeting, and project governance.
- Excellent leadership, communication, stakeholder management, and problem-solving skills.
Technical Qualifications
- Understanding of application architecture, refactoring, re-architecting, and application rebuilding strategies.
- Experience performing legacy systems analysis and defining modernization approaches.
- Familiarity with cloud technologies, microservices architecture, and modern DevOps practices.
- Hands-on experience with project and portfolio management tools such as:
- Clarity PPM
- Azure DevOps
- SharePoint
- Other enterprise project management and collaboration tools
Preferred Qualifications
- Experience managing high-risk enterprise modernization programs.
- Agile/Scrum certifications are a plus.
- Experience delivering large-scale software transformation initiatives in enterprise environments.

Salary : $65 - $70
