Morningside House Elite Management is seeking an accomplished and strategic Director of Human Resources to lead our HR function across a multi-state senior living organization of approximately 1,000 employees. Headquartered on Long Island, New York, this is a fully in-office, on-site leadership role requiring a seasoned HR professional with deep expertise in multi-state employment law, regulatory compliance, benefits administration, and workforce management. This is a full-time, in-person position based at our Long Island, New York corporate office. Standard business hours apply; however, the nature of HR leadership in a 24/7 senior living environment may require occasional availability outside of regular business hours. Key Responsibilities
Multi-State Compliance & Regulatory Affairs
- Ensure full compliance with all applicable federal, state, and local employment laws across operating states including New York, Maryland, Pennsylvania, Florida, and Virginia.
- Oversee and manage all required state and federal HR audits on an annual and quarterly basis, including preparation, submission, and follow-up of required documentation.
- Maintain up-to-date knowledge of changing employment legislation across all operating states and implement necessary policy and procedure updates in a timely manner.
- Serve as the organization’s primary subject matter expert on multi-state compliance, proactively identifying and mitigating legal risk.
- Oversee the design, administration, and communication of all employee benefit programs including medical, dental, vision, life insurance, disability, FSA/HSA, and retirement plans.
- Lead all aspects of ACA (Affordable Care Act) compliance and reporting, including 1094-C and 1095-C filings, affordability calculations, and tracking of full-time equivalent employees across locations.
- Partner with brokers and carriers during annual open enrollment, including employee education sessions and system configuration within ADP Workforce Now.
- Analyze benefits utilization and cost trends, presenting recommendations to leadership to optimize plan design and cost-effectiveness.
- Administer the organization’s workers’ compensation program across all states, including claim reporting, coordination with carriers, return-to-work programs, and OSHA recordkeeping.
- Manage all FMLA, ADA, state paid family leave, and other statutory leave programs, ensuring proper documentation, timely notice, and compliance across multi-state regulations.
- Educate managers on leave obligations and serve as primary point of escalation for complex leave and accommodation requests.
- Ensure compliance with the Fair Labor Standards Act (FLSA) and applicable state wage and hour laws across all employee classifications.
- Conduct regular audits of exempt and non-exempt, part-time non-benefit eligible (under 30 hours per week), part-time benefit eligible (30 hours per week) employee classifications to minimize wage and hour exposure and ensure proper FTE counts.
- Manage payroll and ensure all state tax jurisdictions are set up in ADP and across employee personnel profiles.
- Serve as the organizational administrator and subject matter expert for ADP Workforce Now (or comparable HRIS), overseeing system configuration, reporting, data integrity, and troubleshooting.
- Oversee ADP timekeeping and scheduler modules for workforce in tandem with Employee Relations Administrative Coordinators (ERACs), Executive Directors (EDs) at each site location and Corporate HR Payroll Consultant.
- Generate and analyze workforce metrics, reporting, headcount data, and compliance for presentation to leadership.
- Partner with department leaders to develop and execute recruitment strategies that attract high-quality candidates across clinical, operational, and administrative functions.
- Oversee onboarding processes to ensure a consistent, compliant, and welcoming experience for all new hires.
- Develop and implement retention strategies, focusing on the unique challenges of the healthcare workforce.
- Lead annual employee evaluation process across the workforce to include all site and corporate team members.
- Provide guidance and counsel to ERACS, EDs and employees on performance management, corrective action, conflict resolution, and disciplinary processes.
- Lead investigations into employee complaints, including harassment, discrimination, and policy violations, ensuring thorough documentation and appropriate resolution.
- Champion a positive, inclusive workplace culture that reflects the organization’s mission and values.
- Lead, mentor, and develop the ERAC team, fostering a culture of improvement, responsiveness, and professionalism.
- Conduct semi-annual community trainings to ensure consistency and compliance.
- Serve as a strategic advisor to the executive leadership team on all matters related to workforce planning, organizational development, and people strategy.
- Oversee the development, implementation, and annual review of all HR policies, employee handbooks, and HR procedures across all locations.
- Bachelor’s degree in Human Resources, Business Administration, or a related field required.
- Minimum of 6–8 years of progressive HR experience, with at least 3 years in a senior or director-level HR role managing a workforce of 250 employees.
- Demonstrated experience managing HR operations across multiple states, with specific working knowledge of employment laws in NY, MD, PA, FL, and VA.
- Proven expertise in ACA reporting and compliance, including 1094-C/1095-C filing processes.
- Hands-on experience with ADP Workforce Now (or comparable HRIS platform such as Paylocity or Paychex), including timekeeping and scheduling modules.
- In-depth working knowledge of FMLA, ADA, FLSA, workers’ compensation, and multi-state wage and hour laws.
- Experience in senior living, healthcare, long-term care, or other high-volume, multi-site service industries required.
- SHRM-CP or PHR required, senior certification preferred.
- Exceptional knowledge of multi-state employment law and regulatory compliance.
- Strong analytical skills with the ability to interpret workforce data and translate findings into actionable strategies.
- Excellent interpersonal and communication skills with the ability to influence at all organizational levels.
- Ability to exercise a level of empathy and understanding working as an employee advocate for the organization.
- High degree of discretion, integrity, and sound professional judgment.
- Ability to manage competing priorities and deadlines in a fast-paced, multi-site environment.
- Strong organizational skills with meticulous attention to detail, particularly in compliance and audit-related matters.
- Proficient in Microsoft 365, SharePoint, OneDrive and Office Suite (Word, Excel, Outlook, PowerPoint).
