Planner I or II
Morgan County is seeking a Planner I or a Planner II to administer the land use code and plan for the County's future. Under general supervision of the Planning and Development Director, this position performs County planning duties relating to zoning, long-range planning, ordinance drafting, specific planning projects, and other technical planning matters.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Performs a variety of professional and technical duties related to implementing department work plans and programs.
- Monitors community compliance with established planning, zoning, and development ordinances.
- Conducts research on issues, policies, and concepts pertaining to planning, zoning, and community development and presents findings to the planning commission.
- Prepares written reports in response to public requests for zoning applications and various ordinance changes.
- Prepares proposals in draft form for amendments to zoning ordinances or policies governing local planning, zoning, and development.
- Reviews and updates ordinances affecting planning, zoning, development, and related departmental areas.
- Conducts feasibility studies.
- Assists in coordination of projects with other departments and government agencies.
- Meets with the general public to discuss planning, zoning, and development issues; answers questions; presents public concerns to management; and informs the public of policy changes and decisions.
- Participates in project review meetings with various departments and representatives and negotiates options for problem areas related to zoning, planning, and development.
- Assists in developing goals and policies, writing plans, and preparing research for specific projects.
- Oversees work of Planning Technician and interns.
- Acts as staff to Morgan County Planning committee and County Commission meetings, prepares and presents staff reports, and follows up on committee and commission actions.
- Performs other duties as required.
EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
- Bachelor's degree in planning, geography, or a similar planning-related field; AND
- Experience performing above or related duties; OR
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to learn new systems and be proficient within a timely manner.
- Knowledge of procedures related to the processing of building permit applications; knowledge of computer equipment and programs including GIS; application of various statistical methods; current planning issues and trends.
- Skilled in document composition; planning and organizing comprehensive research studies; prepare and present technical reports; apply zoning ordinances.
- Basic knowledge of county adopted codes, ordinances, and regulations related to building construction; ability to calculate fees and apply fee formulas.
- Knowledge of basic plan check processes and procedures and building inspection methods and procedures; ability to effectively interpret and apply procedures and regulations.
- Must be able to work effectively with coworkers, clients, and others by sharing ideas in a constructive and positive manner; listening to and objectively considering ideas and suggestions from others; keeping others informed of work progress, timetables and issues; addressing problems and issues constructively to find mutually acceptable and practical business solutions.
- Ability to communicate effectively verbally and in writing; understand and follow clear work instructions; distill relevant and useful elements from vast amounts of information.
- Read, interpret and apply laws, rules, regulations, policies, and/or procedures; abide by laws governing access to public and private records (Government Records Access and Management Act).
- Ability to take initiative in addressing problems in day-to-day operations.
- Ability to maintain the confidentiality of sensitive records and information.
- Ability to promote a positive attitude and motivate peers to work as a team.
SPECIAL QUALIFICATIONS:
- Must possess a valid Utah State Driver's License

While performing the duties of this job, the employee is frequently required to sit, talk, and able to hear. The employee regularly sits at a desk, walks, stands, or stoops. Works for a sustained period of time maintaining concentrated attention to detail. Occasionally lifts, carries, pushes, pulls, or otherwise moves objects weighing up to 30 pounds.
The noise level in the work environment is usually quiet. Work is performed in an office or other environmentally controlled room.
