Position Overview
MORA Consultants, LLC is seeking a qualified professional to support the administration and coordination of Department of Defense (DoD) language testing operations at the Defense Language Institute Foreign Language Center (DLIFLC) in Monterey, California.
This position performs Test Examiner and testing administration duties while also providing program coordination and administrative support to ensure efficient execution of government language testing programs. The role requires strong attention to detail, adherence to strict testing protocols, and the ability to coordinate effectively with government personnel and program stakeholders.
The successful candidate will support daily testing operations, maintain compliance with established procedures, and assist with program management coordination activities associated with contract performance.
Essential Duties and Responsibilities
Testing Administration
- Administer and proctor language proficiency examinations in accordance with established testing guidelines and procedures
- Ensure compliance with the Test Administration Manual, APT Handbook, and applicable testing instructions
- Maintain the integrity, security, and confidentiality of all testing materials and testing environments
- Verify examinee eligibility and ensure proper identification procedures are followed
- Monitor testing sessions and enforce testing protocols
- Accurately document testing activities and maintain required records and reports
Program and Administrative Support
- Coordinate testing schedules, logistics, and daily testing operations
- Maintain testing documentation and administrative records in accordance with program requirements
- Support efficient communication between testing personnel, supervisors, and government representatives
- Assist with reporting requirements and documentation related to testing operations
- Maintain compliance with required training, certification, and security procedures
Program Coordination Responsibilities
- Develop working proficiency in the operational responsibilities of the following roles:
- Test Examiner
- OPI / Web-Based Test Scheduler
- OPI Facilitator
- Coordinate regularly with section supervisors and the Contracting Officer’s Representative (COR)
- Complete all required orientation and certification requirements associated with testing operations
- Participate in onboarding orientation activities for newly assigned personnel
- Serve as an OPI Facilitator as operational needs require
Required Qualifications
Experience
- Minimum two (2) years of managerial, leadership, or program coordination experience within the past ten (10) years in a Program Manager or comparable supervisory role
- Experience supporting government programs, contracts, or regulated administrative environments preferred
- Familiarity with Department of Defense (DoD) administrative or testing environments is highly desirable
- Knowledge of DoD Contractor Personnel Office (DOCPER) processes preferred
Education
High School Diploma or equivalent required
Required Certifications / Testing
Candidates must be able to successfully complete required testing certifications and training associated with language testing administration, including:
- Defense Foreign Language Proficiency (DFLP) Certification Test
- APT Security Awareness Briefing
- TCO Basic Test
- APT DMDC Test
Technical Proficiencies
- Proficiency with Microsoft Office Suite (Word, Excel, Outlook)
- Ability to manage schedules, documentation, and reporting requirements
- Familiarity with military or government testing environments preferred
- Working knowledge of testing administration procedures and program documentation practices
Training Requirements
Personnel must complete all applicable DoD training requirements, including:
- Antiterrorism (AT) Level I Training
- Operations Security (OPSEC) Level I Training
- Information Assurance (IA) Training
- iWATCH Training
Security Requirements
· U.S. Citizenship required
· Ability to successfully pass a background investigation
· Ability to maintain compliance with all applicable DoD security and information protection protocols

Work Environment & Physical Requirements
Work is performed primarily in a professional testing and administrative environment located at the Defense Language Institute Foreign Language Center. Duties may require extended periods of sitting, working at a computer, and monitoring testing environments.
Compensation & Benefits
This is a full-time exempt salaried position with an annual salary of $75,000, commensurate with experience and contract requirements.
