Job Description
Summary:
The Unconventional (TU) is seeking a qualified Test Examiner to provide support of The Defense Language Institute Foreign Language Center (DLIFLC) student and DoD linguist testing programs. The Department of Defense (DoD) launched the Defense Language Transformation Initiative in 2004 with the objective of improving the Armed Forces’ capacity to work effectively with international partners. In January of 2005, the Defense Language Transformation Roadmap was published requiring that the Department of Defense and its components train and maintain personnel with language skills capable of responding for operations with the correct levels of proficiency. In August 2005, the Undersecretary of Defense for Personnel and Readiness (OUSD) (P&R)) issued a memorandum tasking the Defense Language Institute Foreign Language Center (DLIFLC) to program funds for test development and field testing. DoD Directive (DoDD) 5160.41E and TRADOC Regulation 350-70 charged DLIFLC with overseeing the standardization, testing, research, development and evaluation of all foreign language training and education.
Specific duties may include, but are not limited to:
- The Test Examiner will administer, or proctor tests as directed by the PM. Each test session is defined as one AM or PM test session. The government will determine the number of sessions required each week. The number of sessions per week will not exceed 50. The maximum number of sessions in a year would be 2500 and the minimum 1250.
- Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat, and air exist.
- Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available.
- Require all examinees to present official picture identification before allowing them to test.
- Maintain official Test Administration log for all tests, showing the individual’s name, the test title and the start and stop times for all test intervals.
- Instruct all examinees at the beginning of each session as follows:
- To read carefully and follow instructions exactly as they are printed in the Test Administration Manual.
- To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.
- Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.
- Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports. 5.2.2.9 Maintain and be knowledgeable of the APT Handbook and all other special Testing Instructions ensuring currency of all test instructions and policies.
- Process all necessary paperwork required for optimum operation of testing program.
- Refer all questions on schedule changes, testing policy and all questions on interpretation or application of test results to the TCO/ATCO.
- Serve as OPI Test Facilitator when required by the PM.
