Montgomery County Public Schools in Virginia is seeking a dynamic and visionary professional to provide leadership and delivery of high-quality human resource services through a commitment to fair and impartial practices in compliance with federal and state laws.
PRIMARY RESPONSIBILITIES:
The Director of Human Resources is responsible for (but not limited to):
Regulatory Compliance and Policy Administration
- Ensure full compliance with all applicable federal, state, and local employment laws and regulations
- Implement and interpret policies and procedures established by the School Board
- Oversee licensure requirements in accordance with Virginia Department of Education guidelines
- Lead timely and confidential investigations into personnel matters and address compliance concerns
- Manage the implementation and adherence to human resources components of collective bargaining agreements
Talent Acquisition, Onboarding, and Retention
- Lead division-wide efforts to recruit, select, and onboard high-quality personnel
- Advance the division’s diversity, equity, and inclusion goals through intentional outreach and inclusive practices
- Promote retention through employee support initiatives and data-informed strategies
Performance Management and Staff Development
- Collaborate with instructional and operational leaders to design, implement, and refine the employee evaluation system
- Support ongoing professional growth and accountability across all employee groups
Workforce Planning and Organizational Effectiveness
- Monitor staffing levels in alignment with the division’s budget and student needs
- Develop workforce projections and staffing models to support long-term planning and school improvement efforts
Human Resources Systems and Operational Management
- Oversee the effective use of the integrated payroll/personnel information system (e.g., MUNIS/Tyler Technologies)
- Manage the Human Resources departmental budget, ensuring responsible allocation of resources
- Partner with the Finance Department to support the development and administration of the division-wide annual budget
Strategic Alignment and Stakeholder Collaboration
- Align human resources initiatives with the school division’s strategic plan and goals
- Foster cross-departmental collaboration to support a positive and productive work culture
- Serve as a liaison to the School Board and public, presenting personnel data, trends, and policy updates as needed
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in education, human resource management, public administration, or a related field
- Strong interpersonal and communication skills
- Ability to problem solve and address multifaceted concerns by analyzing information, evaluating options, and identifying the best approach
- Proven ability to effectively communicate and present information to the School Board, staff, and community stakeholders
- Experience with human resources information systems, including software for hiring, employee management, and performance evaluation
- Ability to manage fiscal and human resources to carry out the functions of the department
PREFERRED QUALIFICATIONS:
- Master’s degree in educational leadership, public school administration, human resources management or related field
- SHRM-CP or SHRM-SCP certification
- Minimum of five years combined experience in school administration and/or human resources management
- Experience with MUNIS/Tyler Technologies

Salary: $106,553.58 - $182,916.61 annually, with benefits; commensurate with experience. Salary subject to change based on 2026-2027 budget.
