Project Manager
This is an on-site position in Tallahassee, Florida

Long Term Contract

Qualifications:
• 5 years of experience as a Project Manager leading projects ranging from software development, hardware replacements, data migrations, strategic planning, and governance.
• Experience analyzing workflows, identifying inefficiencies, and recommending improvements strategic goals.
• Experience as an IT Project Manager for software development projects.
• Proficiency in eliciting requirements, documenting user stories, and defining acceptance criteria.
• Hands-on experience using Azure DevOps or GitHub for backlog management and tracking.
• Experience developing and executing user acceptance test cases.
• Strong knowledge of Agile methodologies, including Scrum and Feature Driven Design.
• Excellent written and verbal communication skills.
• Experience with Earned Value, Cost Performance Index (CPI), Schedule Performance Index (SPI), and budget tracking and monitoring.
• Experience with Microsoft Project, Smartsheet, or similar project management tools.
• Strong leadership skills and experience managing cross-functional teams.
• Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
• Ability to support a tactical resource plan by mapping future demand to forecast project completions in the project portfolio.

Preferred Experience:
• Extensive experience in business process modeling and improvement.
• Proven track record of leading cross-functional teams and managing large-scale projects.
• Experience overseeing multiple project teams and managers, ensuring overall delivery achieves program goals.
• Deep understanding of data analysis techniques and tools.
• Strong strategic thinking and problem-solving abilities.
• High proficiency in stakeholder management and communication.
• Experience with cloud computing and enterprise architecture.
• Experience with policy development and drafting legislative budget requests.
• Proficiency in project budget tracking and monitoring, as well as vendor management.
• Experience working in a government or public sector environment.
• Experience utilizing BI tools (Power BI, Tableau) to provide insights and support decision-making.

Educational qualifications ( least one required ):
• Bachelor’s or master’s degree in Computer Science, Information Systems, or another related field or equivalent work experience.
• Project Management Professional (PMP)
• Certified Scrum Master (CSM)
• Business Analysis certifications (CBAP, PMI-PBA)
• Certified Change Management Professional (CCMP)
• ITIL Certification

Deliverables :
a. Business Requirements Document (BRD) capturing detailed business needs, objectives, and constraints for current and future IT projects.
b. Functional Specifications Document (FSD) outlining the functional requirements and specifications for new or enhanced IT systems.
c. Process flow diagrams to illustrate current and proposed business processes, aiding in visualization and understanding of changes.
d. Stakeholder analysis report identifying key stakeholders, their interests, and their impact on project success.
e. Project Management Plan (PMP) outlining the project''s scope, objectives, timelines, resources, and risk management strategies.
f. Project Charters detailing the objectives, scope, and participants of the project.
g. Business Needs Assessments identifying the needs and requirements of the business to ensure the project aligns with organizational goals.
h. Communication Plans detailing the communication strategies and protocols to ensure effective information dissemination among stakeholders.
i. Gap analysis report identifying discrepancies between current state processes and desired future state processes, with recommendations for bridging these gaps.
j. User Acceptance Testing (UAT) plan detailing the approach, scenarios, and criteria for validating that IT solutions meet business requirements.
k. Post-implementation review report assessing the effectiveness of implemented solutions and identifying areas for further improvement.

Salary : $60 - $65
