General Statement

Duties and Responsibilities
The Technical Team Lead (TTL) duties will include, but are not limited to, the following:
- Provide technical expertise for project scoping efforts.
- Lead technical coordination and communication with all project stakeholders including customer, vendors, subject matter experts (SMEs), internal INSRE components, and project team.
- Lead technical project team and support project progress by coordinating day-to-day tasking of project teams.
- Review all customer deliverables, including reporting, for technical adequacy and accuracy and also manage customer and vendor communications in relation to specific technical project tasking.
- Participate in overall program management and management of projects.
- Develop and maintain technical documentation, guidelines, and best practices, and lead technical project teams in the incorporation of those practices.
- Work with technical advisor(s), INSRE Associate Director, government and vendor partners to clarify technical requirements as necessary to ensure alignment with program office goals.
- Provide troubleshooting support alongside the technical advisor(s) to resolve complex technical issues during development, integration, or implementation.
- Represent INSRE as the Technical Project Lead in front of government partners, vendors, and internal and external stakeholders on projects as needed. Act as sole INSRE representative when necessary.
- Proactively engage with relevant vendors and/or industrial bases, maintaining relationships along with awareness of capabilities and emerging technologies.
- Comply at all times with the MSU / INSRE Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the INSRE Technology Control Plan governing security and work controls.
- Bachelor’s degree in Industrial Engineering, or related field, or an equivalent combination of education and/or experience.
- Demonstrated progressive and extensive experience providing technical expertise and working collaboratively with a variety of highly technical DOD and other federal government projects and various stakeholder groups, including understanding and translating project needs and requirements into clear objectives and tasks.
- Demonstrated progressive and extensive experience leading INSRE technical projects and/or teams, including the management of all technical resources, tools, and processes.
- Demonstrated experience managing project cost, schedule, compliance, and performance of all technical aspects of overarching project efforts.
- Active, or previously held, security clearance.
- Demonstrated experience with MSU and State of Montana processes and procedures.
- Demonstrated experience in working directly with US Intelligence Agencies in a project or program management role.

- Communication – Clearly articulate the technical needs of projects in terms of government partner requirements, major milestones and tasks associated with those milestones, and resources and capacity of the technical team.
- Collaboration – Work effectively across internal teams (project management, operations, technical, etc.), external vendor teams, and government partner teams to deliver according to project scopes and Associate Director strategic goals.
- Leadership – Provide direction to the technical team, make recommendations, provide guidance, and make rapid decisions, all in alignment with recommendations from the Associate Director strategic goals.
- Adaptability – Adjust recommendations or project strategy as project requirements, technologies, or priorities evolve.
- Emotional and Social Intelligence – Assess situations and people and adapt to their engagement appropriately and effectively.
