Summary Description
The Assistant Finance Director provides high-level administrative, analytical, and technical accounting support for maintaining the fiscal records and accounting systems of the Board of County Commissioners (BOCC) and manages the financial operations and staff in the Director's absence. Key responsibilities include preparing financial statements, managing audits, and ensuring compliance with GAAP and GASB standards. The Assistant Finance Director also supervises the management of Monroe County’s fixed asset inventory. The Assistant Director takes a lead role working with the Finance Director, Chief Accountant, and other accounting staff to ensure the County’s financial records comply with legal requirements and high-level financial reporting standards.
Tasks
- Takes a lead role in preparing, generating and issuing the year-end financial statements for the BOCC, the Key West International Airport, as well as Monroe County’s annual comprehensive financial report and the Tourist Development Council annual report.
- Supervises and manages the inventory of the County’s fixed assets.
- Provides expert advice on accounting matters, implements new governmental accounting standards, and advises on financial strategies.
- Formulates and implements departmental accounting policies and procedures to maintain efficient workflows and strong internal controls.
- Assists the Finance Director in directing the BOCC’s accounting operations, including payroll, accounts payable/receivable, and grants management.
- Coordinates the County’s annual external financial audit.
- Act as Finance Director in the Director’s absence.
- Performs miscellaneous duties and assignments.
Knowledge and Abilities Required
- Superior knowledge of governmental fund accounting, generally accepted governmental accounting principles, GASB and GFOA standards, Florida’s Department of Financial Services uniform accounting manual
- Design, evaluate, test, and implement a variety of financial applications
- Thorough knowledge of Excel spreadsheets
- Leadership and management abilities to ensure staff meet departmental and staff goals
- Strong verbal and written communication skills
- Time management skills
- Ability to problem-solve, make recommendations and use logic to identify the strengths and weaknesses of each recommendation
- Demonstrated ability to work with a high degree of accuracy
Education and Experience Required
- Bachelor’s degree in accounting from an accredited college or university; a CPA or Master’s degree is preferred.
- At least five years of governmental accounting experience
- Three years of supervisory experience
- Progressive professional experience performing financial/management analysis and budget/policy development for an organization
License and/or Certificates Required
- Certified Public Accountant licensing preferred but not required
Discretion
Takes a lead role in preparing and issuing the BOCC’s financial statements that comply with generally accepted accounting principles.
Contacts
The Assistant Finance Director works closely and on a routine basis with all Finance Department, BOCC and Constitutional Officers’ staff . The Assistant Finance Director also maintains on-going relationships with State and Federal officials, external auditors, vendors, and the general public.
Supervisory Authority
Directly supervises the Finance Department’s property management staff.
