I. Position Overview
The Vice President of Project Management is responsible for the strategic planning and execution of the company's overall Project Management Office (PMO) framework, ensuring that key projects are delivered on time, within budget, and to a high standard of quality. This role is tasked with driving project management standardization, optimizing resource allocation, and fostering cross-departmental collaboration at the enterprise level, thereby supporting the realization of the company's strategic objectives and business growth.
II. Key Responsibilities
1. Project Management Strategy & PMO Development
Establish and continuously refine the enterprise-wide PMO framework, including methodologies, processes, tools, and governance mechanisms.
Define project management standards (e.g., Agile, Waterfall, or Hybrid models) and champion their adoption across the organization.
Ensure that the Project Portfolio remains aligned with the company's strategic priorities.
2. Project Portfolio & Prioritization Management
Provide centralized oversight and management of the company's key projects and overall Project Portfolio.
Evaluate the business value, resource requirements, and risks associated with projects to establish prioritization criteria.
Monitor project progress and make timely adjustments to resources and strategies to ensure the achievement of critical objectives.
3. Project Execution & Delivery Management
Oversee the execution of major or highly complex projects, ensuring delivery is on time, within budget, and within scope.
Establish project milestones and define delivery standards.
Identify and resolve critical bottlenecks and cross-departmental conflicts arising during project execution.
4. Cross-Departmental Collaboration & Communication
Collaborate closely with Product, Technology, Operations, Marketing, and Finance teams.
Establish efficient communication mechanisms to ensure information transparency and facilitate effective decision-making.
Report project status, risks, and key decision recommendations to the executive leadership team.
5. Risk Management & Quality Control
Establish systematic mechanisms for risk identification, assessment, and mitigation.
Champion project quality management (Quality Assurance) and continuous improvement initiatives.
Ensure that projects adhere to all regulatory compliance requirements and internal standards.
6. Data & Performance Management
Define key performance indicators (KPIs) for project management—such as project success rate, delivery cycle time, and resource utilization—to measure performance.
Leverage data analytics to enhance project execution efficiency and predictive capabilities.
Drive the development and implementation of project management tools and digital systems (e.g., PMIS).
7. Team Building & Leadership
Build and manage project management teams (Project Managers, PMO members, etc.)

III. Job Requirements (Qualifications)
Basic Requirements
Bachelor's degree or higher in Engineering, Management, Business, or a related field; MBA preferred
10 years of project management experience, including 5 years in a senior management role
Proven track record of successfully managing large-scale, complex, or cross-regional projects
